POSITION SUMMARY:
Location: Ha Noi
Full-time position: 100% FTE; This is both a field and office-based position.
Duration of contract: 1 year (extension to be based on performance and availability of funds)
Travel requirements: Potential travel throughout the provinces in the North (Ha Noi, Hai Phong, Thai Nguyen) Candidates need to own a motorbike and be willing to drive to pharmacies, private providers, and community hotspots where required.
BACKGROUND:
IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.
In collaboration with CDC.US, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Vietnam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.
We are searching for one highly personable and motivated HIV Communications Officer who is creative, influential, and detail-oriented. The HIV Communications Officer must have a strong understanding of HIV program implementation, the LGBTQ community, and the operations of the People’s AIDS Committee in the region where they work.

RESPONSIBILITIES
Main tasks
- To create demand for the project’s targeted key populations (Men who have sex with Men (MSM), trans-genders (TG), female sex-workers (FSWs), and injecting drug-users (IDUs)) in relation to the project objectives – HIV testing, treatment and prevention – specifically oral PrEP, HIV self-testing, and private HIV service providers.
- Identify MSM, TGs, FSWs, IDUs, and others at-risk for HIV infection who would benefit from receiving services
- Facilitate community engagement and buy-in for the project and service delivery by networking with HIV advocacy groups, community service organizations, and other members of key populations to expand project reach
- Develop and mentor groups of students to do HIV advocacy work and provide peer-to-peer HIV education and linkage to care
- Work with Program Services colleagues to enhance project goals and outputs
- Design and disseminate marketing materials for HIV self-testing, PreP, and PPM ECLIPSE program
- Design and disseminate information at universities, other key population hotspots
- Design and implement a social media strategy to target MSM, TGs, FSWs, and IDUs
- Obtain permission from US CDC to conduct online outreach
- Generate, edit, publish and share engaging content daily (e.g. original text, photos, videos and news)
- Monitor web traffic metrics and demand creation
- Communicate with followers, respond to queries in a timely manner, link followers to self-testing and PrEP services
- Stay up-to-date with current technologies and trends in social media, design tools and applications
- Facilitate ride-hailing app deliveries of HIV self-tests and PrEP to clients
- Review external presentations and reports for formatting/ style
Other tasks
- Submit work on-time to ensure timely achievement of deliverables
- Regularly report to the Manager, Board of directors, and donors
- Communicate any issues discovered to management in a timely manner
- Participate in weekly meetings on progress to targets
- Assist with the organization of quarterly networking events for private providers
- Participate in IRD VN Communications Team meetings and provide website and other organizational/ communications support to the IRD VN Communications Team
- Propose additional demand-creation activities to the Manager
- Support all aspects of project implementation as requested
REQUIRED EXPERIENCE/SKILLS:
- Fluency in written and spoken Vietnamese is required; English proficiency will be highly advantageous
- Either a Bachelor’s degree in business administration, marketing, social science, implementation science, public health, development, medicine, pharmacy, or a related field; or a minimum of three years marketing and/or HIV advocacy experience
- The candidate must possess demonstratable communications skills and a vision for how to reach key populations
- Have a strong understanding of the HIV context in Vietnam, including the facilitators and barriers to HIV testing and treatment and a strong understanding of the best approaches to drive demand for HIV testing, treatment, and prevention services among MSM, TGs, FSWs, and IDUs
- Marketing experience and experience as a community mobilizer among people living with HIV and/or vulnerable to HIV infection (MSM, TGs, IDUs, FSWs) in a community-based organization or setting strongly preferred
- Flexibility and willingness to work out of working hours as needed
- Good working attitude, dynamic personality, and the ability to work well individually as well as in teams
- Self-motivated, willing to learn, service-oriented, and with the ability to work under high pressure and within a limited time frame
- Graphic design skills are highly advantageous
- Basic computer skills, including familiarity and comfort with using Microsoft Word, Excel, and G-suites required
- Advanced knowledge of social networking and social media platforms (Facebook, instagram, TikTok, Scruff, Jack’d, Hornet, etc) required
