The “Regional Cooperation for the Development of Technical and Vocational Education and Training” (RECOTVET) aims to improve the capacity of TVET systems of the ASEAN region to adjust to the requirements of digitalization. RECOTVET works closely with relevant bilateral TVET programmes in ASEAN countries for the implementation.

The RECOTVET in collaboration with the Global Program for Digital Transformation/ Data4Policy Flagship is seeking a qualified local candidate to fulfil the following position:

Programme Officer
in Data Science for Evidence-based Skill and Labour Market Policy “Data4Policy”
Duty Station: Hanoi, Vietnam
Duration: Starting from 15. April 2022 for 1 year contract with possible extension

Main Responsibilities

• Liaison with Vietnamese government institutions at different levels of administration and in different regions
• Support the identification and analysis of relevant stakeholders, partners and data providers in the Vietnamese digital ecosystem
• Contributions and expert advice for the development of data-driven solutions to strengthen the evidence base of technical cooperation partners for more informed policy decisions, including:
  
  • Development of terms of reference for subcontractors and management of contracts
  • Planning and implementation of regional and national events (e.g. trainings, workshops and conferences)
  • Support in the steering and communication of and with technical service providers
  • Design and planning of support processes
  • Documentation of activities and outcomes / contributions to monitoring and evaluation
  • Design and development of relevant knowledge products
• Clear and timely communication with stakeholders in regional and national partner institutions, and GIZ projects
• Continuous learning and improving of professional skills

Minimum Requirements

• University degree (Masters or higher) in economics or social sciences
• Strong analytical skills
• Good knowledge of topics of labour market policy and labour market information; knowledge in the field of TVET is desirable
• Experience in the field of empirical analysis, ideally with individual level (micro) data
• Experience with database systems (good understanding of the structures and informative value of existing databases and suggest improvements)
• Strong presentation skills
• Very good command of Vietnamese and English
• Minimum of 5 years working experience that relates to policy advice, ideally in international teams
• Minimum of 2 years' experience in digital, data-driven transformation
• Team player
• Solution-oriented and forward-looking
• Interest in data-driven innovation
• Programming experience is welcome, but not a must
• Knowledge about impact evaluation methods is an asset
