BACKGROUND

Vietnam Urban Energy Security (the Project) is a 4-year, USAID funded activity that addresses the problems of growing energy demand and air pollution from large coal projects and current urban energy practices in Vietnam. The activity supports cities to take advantage of: 1) the technological advancements and cost reductions of advanced, distributed energy solutions such as rooftop solar, battery storage, and demand response; 2) electric vehicles (EV) and electric vehicle charging station (EVCS); 3) energy efficiency and modern energy technologies for municipal services; and 4) business opportunities for local entrepreneurs in deploying distributed energy systems and services.

In Vietnam Urban Energy Security’s Component 1: Strengthening Local Enabling Environment, our efforts will focus on working closely with DOIT and other GVN counterparts in Danang and HCMC to strengthen their ability to promote and encourage the adoption of renewable energy and energy efficiency measures locally. This will be done by providing ongoing guidance and advisory support for action plans, implementation strategies, and operational manuals; technical assistance to enhance compliance with national level strategies, policies, and regulations; and working with the private sector to promote DOIT and GVN priorities and support their adoption of renewable energy and energy efficiency measures.

Aiming to achieve energy efficiency and environment targets, Danang people committee issued Decision No. 4929/QD-UBND on December 16, 2020 on energy efficiency action plan (EEAP) in Danang city between 2020 and 2030. EEAP set a series of targets of which (i) the industrial sectors save at least 6.92% of total energy demands by 2025, and 10.15% by 2030; (ii) 70% industrial zones by 2025 in city are approached and applied energy efficiency solutions, and 90% industrial zones by 2030. The EEAP also requested DHPIZA to be focal point to promote energy efficiency to tenants.

Recognizing that the effectiveness of a EEAP depends not only on the issuance of a decision but also on contributions of industrial zones and its tenants, this SOW aims to help Danang enhance implementations of distributed clean energy and decarbonization solutions in industrial zones through deep technical and financial analysis, portfolio characterizations, and capacity buildings for tenants, and financial institutions on energy efficiency and decarbonizations.

OBJECTIVES

The objective of this SOW is to strengthen the ability of Danang city to achieve EEAP targets of industrial sectors, especially industrial zones by encouraging tenants in industrial zones to deploy clean energy and decarbonization solutions through:

  • Analysis and characterize distributed clean energy and decarbonization portfolio in industrial zones and its tenants.
  • Build capacity of tenants and financial institutions (e.g. banks) to validate clean energy and decarbonization proposals that will help strengthen investment decisions

SCOPE OF WORK

The Project is seeking a combination of 4 national individual consultants (an Industrial clean energy and decarbonization expert/Team leader, a Low-carbon development Specialist, a Project financial model analysis expert, and a Data analysis Specialist), (hereafter referred to as the “Consultant”) to conduct the following activities:

  • Desk study to develop selection criteria and propose an industrial zone will be surveyed under this assignment.
  • Develop survey methodology including survey forms and consult DOIT to select the appropriate industrial zone.
  • Conduct interviews and gather data from the selected industrial zone operators and their tenants.
  • Prepare diagrams and figures of energy sources and consumption, assess the current energy uses including distributed clean energy and decarbonization solutions implemented in industrial operator and tenants.
  • Identify and develop a portfolio of clean energy and decarbonization solutions which will be a long list of feasible solutions. The portfolio should cover investment cost per saving, potential of energy saving in percent, and internal rate of return or net present value.
  • Screen and identify potential tenants (max 10) to conduct energy audits and prepare investment proposals.
  • Peer review regulations and policy mapping that affect potential investments in distributed clean energy and decarbonizations (e.g. EEAP, LEEC, Law of environment protection, city RTS plan, etc.) at industrial and tenant levels, and prepare an associated SWOT (strengths, weaknesses, opportunities, and threats) analysis.
  • Review financial models for EE and RE investments that have been implemented and would be appropriate in an industrial zone
  • Build capacity of tenants and banks to validate clean energy and decarbonization proposals
  • Participate and exchange experiences and discuss barriers related to clean energy and decarbonization deployment in a workshop with stakeholders, such as DoIT, IZ operators, tenants, banks, technology suppliers/developers, associations.

QUALIFICATIONS AND SKILLS

The consultant team should demonstrates:

  • Be certified energy auditor(s) and experiences in energy audits, preferred for industrial enterprises.
  • Knowledgeable of Vietnam’s energy efficiency and conservation legislations.
  • Experience in supporting private sector to enable clean energy and decarbonization solutions investments, preferably preparing investment proposal, technical guidelines, technical handbook, and modeling.
  • Experience in developing clean energy and decarbonization project portfolio, preferably energy audit, feasibility study, and EE capacity building.
  • Experience in financial and economic analysis for investment proposals, preferably innovative model, ESCO.
  • Excellent capacity to communicate with key decision-makers such as national and local government agencies (e.g., Danang DOIT, etc.), key stakeholders in the private sector, and/or have extensive contacts and networks in the city preferably data collection and analysis.
  • Proven experience in planning and organizing multi-disciplinary work.
  • University degree or higher is required.
  • Good writing, speaking, and reading skills in English; demonstrated report writing skills in English is required.
