Project Background

The USAID Sustainable Forest Management Project (the Project) will work with the Government of Vietnam (GVN) to reduce carbon emissions associated with deforestation, the degradation of natural forests, and poor plantation management. The Project will implement a “Green Prosperity” approach that strengthens local communities’ ability to protect their natural resource base and reduce emissions while building a strong foundation for sustainable livelihoods and equitable economic growth.

The Project will work in seven provinces (Lao Cai, Son La, Hoa Binh, Thanh Hoa, Nghe An, Quang Tri, Quang Nam) and focus on five objectives:

  1. Improve and expand community forest management
  2. Increase conservation-friendly enterprises in forest-dependent communities
  3. Increase functionality of law enforcement system for forest crimes
  4. Improve production forest management practices
  5. Mobilize domestic resources for forest management and protection

Overview of the Position:

The Finance Assistant is a member of the Finance team.  She/he will support the finance team in day-to-day general accounting, assuring all backup documentation is ready for audit and ensuring compliance with travel and other administrative procedures when processing payments.

Roles and Responsibilities:

Audit

  • Supports internal and external audits.
  • Supports conducting reviews of backup documentation to ensure completeness, accuracy, and full compliance with all regulations and the Field Operations Manual (when required)
  • Ensures adequate backup documentation is uploaded to the relevant system according to set deadlines.

General Accounting

  • Support on collecting weekly fund requests.
  • Ensure backup documentation is sufficient before filling such as voucher files are scanned and uploaded to DAI’s System for the Electronic Archival of Financial Documentation - SharePoint.
  • Support preparation of VAT list for VAT report/refund.
  • Support reconciliation of project inventory on a regular basis ensuring that the value/purchase price of project assets reflected in the inventory register agrees with the total shown in the cumulative Non-Expendable account balance.
  • Prepare bank remittances form and upload to banking online system as well as receiving e advice from the bank.
  • Timely import voucher information into TAMIS system

Payroll

  • Cross check with HR project’s leave balances tracker and timesheets.

Other financial tasks assigned by OPS Director and Finance Manager

Qualifications:

  • University graduate, preferably Finance/Accounting related degree
  • At least 5 consecutive years of relevant working experience, preferably with foreign-funded projects
  • Excellent command of Vietnamese and English
  • Good literacy with major computer applications
  • Careful and detail oriented
  • Good communication skills
