The overall goal of the United States Agency for International Development’s (USAID’s) Support for Technical Excellence and Private Sector Sustainability in Vietnam (STEPS) is to stimulate increased market growth for private-sector (PS) HIV goods and services by sustainably expanding the availability and accessibility of high-quality health products and services through private sector approaches and partnerships with commercial and for-profit entities. Through STEPS, USAID will support the Government of Vietnam (GVN) to achieve its goals by ensuring robust private-sector engagement (PSE) in the national HIV response. STEPS will support the United States President’s Emergency Plan for AIDS Relief’s (PEPFAR’s) high-priority regions with emphasis on the Ho Chi Minh City metropolitan area and Northern Economic Zone surrounding Hanoi and a focus on key populations (KPs) at risk of and living with HIV.
The STEPS Activity will meet the following high-level objectives:
- Objective 1: Total market for HIV commodities and services strengthened.
- Objective 2: Operational and financial sustainability of social-enterprise/private-sector service providers increased.
- Objective 3: Improved enabling environment to support private-sector HIV-related goods and services as part of a sustainable national HIV response.
Scope of work
The consultant will support the M&E and financial team in monitoring and validating the program data under the supervision of the M&E team. Specific tasks may include:
- Assist the M&E team to collect, consolidate data
- Provide technical assistance for STEPS partners such as clinics, social enterprises when needed
- Support M&E team in deploying and preparing data for DQA
- Support FnA team to validate the financial documents related to project activities
- Other tasks relating the M&E as required.
