ABOUT OPERATION SMILE

Operation Smile is an international medical charity that has provided hundreds of thousands of free surgeries for children and young adults in developing countries who are born with cleft lip, cleft palate, or other facial deformities. It is one of the oldest and largest volunteer-based organizations dedicated to improving the health and lives of children worldwide through access to surgical care.

Founded and based in Virginia, U.S., Operation Smile has extended its global reach to more than 60 countries through its network of credentialed surgeons, pediatricians, doctors, nurses, and student volunteers.

Operation Smile came to Vietnam as part of the normalization process between Vietnam and America. Since its first inception in 1989, Operation Smile has been providing more than 62,000 free surgeries and medical treatments to the Vietnamese children and families, bringing them new lives, hopes, and dignities. The organization also helps to train thousands of in-country medical professionals for future self-sufficiency purposes.

THE POSITION

We are looking for qualified and self-motivated Vietnamese candidates to apply for the Finance Officer position.

Title:                  Finance Officer – HNO
Department:      Finance and Operations Department
Reports to:        Chief Representative and Finance of OSI
Work base:        4th Floor, No. 16 Ngo Quyen, Trang Tien Ward, Hoan Kiem District, Hanoi.

The incumbent involves providing financial and administrative support to colleagues, donors, sponsors and stakeholders of the representative office, reporting to Chief Representative in Vietnam.

JOB DESCRIPTION

1.       Finance & Accounting tasks

Book-keeping and financial reports

  • Maintaining books, accounts and other financial records using Quickbooks Online (QBO) adhering to the financial standard of Operation Smile Inc. (OSI) financial system to ensure accuracy, accountability, and integrity;
  • Entering all payment & receipt vouchers and other journals into QBO on daily basis;
  • Recording and keeping track of accounts payable, accounts receivable, bank deposits and payments;
  • Substantiating financial transactions by auditing documents;
  • Preparing and completing monthly/quarterly/yearly reconciliation of bank and cash;
  • Summarizing current financial status or any discrepancies by collecting and analyzing information; preparing balance sheet, profit and loss statement, and other reports.

Internal control and financial management

  • Creating, reviewing and implementing financial policies to guarantee operational efficiency;
  • Maintaining financial security by following internal controls and OSI guidelines;
  • Answering accounting questions and liaising both internally and externally by researching and interpreting policies and regulations.

Project funds and budget

  • Preparing fund requests for projects upon requests and coordination from Program dept.;
  • Complying with financial requirements from representatives of Donor’s/Sponsor’s assigned projects to provide financial reports, statements and accounting documents or evidence once required and based on signed grants for operations of projects in Vietnam;
  • Assisting in the preparation and consolidation of annual budgets.

Annual Auditing

  • Ensuring accounting documents/files for annual audits;
  • Participating and assisting external auditors in completing their audit;
  • Contacting departments and partners for their receipt of confirmation letters or any other information requested by auditors;
  • Answering and providing the auditors with all necessary documents and information.

Other duties

  • Cooperating with partner organizations and making necessary weekly and monthly or quarterly reports or any tasks required;
  • Performing any lawful tasks as requested.

2.       Human Resources related tasks

  • Completing monthly insurance calculation and payments to Hanoi/HCMC Social Security Offices;
  • Registering newly hired staff and report deduction of employees before they depart;
  • Compiling PIT quarterly declaration and annually finalization for employees and report to Tax dept.;
  • Contacting Tax authorities on new issues of PIT and inform to employees promptly.

REQUIRMENTS

  • Relevant university degree in accounting, finance, economics or others. ACCA, CPA or other accounting certifications preferred;
  • Having at least 5 years working in Accounting/Finance;
  • Strong analytical skills, attention to detail;
  • High sense of responsibility and team cooperation spirit;
  • Good organization and coordination abilities;
  • Good inter-personal and conflict resolution;
  • Vietnamese, English proficiency required.
