Objective:

The Local Health System Sustainability (LHSS) Project is a USAID-funded 5-year, $209 million global task order that works to strengthen health systems as a means to achieve universal health coverage and improve population health and well-being. Interventions focus on reducing financial barriers, holding health services accountable for meeting all clients’ needs, and making sure that the care patients receive meets minimum standards. USAID’s LHSS Vietnam activity (hereafter Activity) focuses on improving health financing for HIV and TB prevention and control, strengthening supply chain systems, and supporting the expansion of the Social Health Insurance (SHI) scheme to improve quality care treatment at a national scale. The Activity works collaboratively at the national level with the Government of Vietnam (GVN), particularly the Ministry of Health and the Vietnam Social Security (VSS), to support GVN efforts to increase sustainable domestic financing for health, including TB and HIV, ensure the quality of HIV care, and to seek efficiencies in health spending and procurement and supply chain management.

Working under the supervision of the Activity’s Chief of Party (COP), the Senior Program Manager will provide overall managerial and technical support, assisting in areas including work planning, performance management, and activity coordination.

Key Roles and Responsibilities

  • Provide organizational oversight for implementation of LHSS Vietnam interventions, with responsibility (under the guidance of the COP) for the development of high-quality and timely deliverables, management, compliance, and reporting according to USAID and Abt Associates requirements.
  • Coordinate and ensure technical team completes high-quality project reports and deliverables (editing, formatting, compilation of data, etc.) on time and within budget.
  • Under the guidance of the COP, coordinate implementation of workplan activities, serving as point of contact for activities designed to strengthen the GVN’s public financial management systems for public health, ensuring activities are conducted in coordination with ongoing LHSS Vietnam and GVN activities.
  • Provide technical, logistical, and, when required, administrative backstopping to the technical team in support of project implementation.
  • Assist with planning, logistical support, and documentation for project meetings, training, and conferences.
  • Support the Activity’s M&E team in monitoring and tracking of activities and achievements as required.
  • Support the Activity’s communications team to implement the LHSS Vietnam Communications Plan as required.
  • Coordinate with international and local subcontractors, working with the home office and technical staff to ensure that all activities and outputs are technically sound and appropriate.
  • Under the guidance of the COP, meet and liaise with the USAID mission client, as needed.

Preferred Qualification

  • Master’s degree or higher in public health, health financing, health systems, or a related field is required.
  • Minimum 8 years’ prior experience implementing public health activities in the public and/or private sectors and with the government is required. Experience implementing health system strengthening and/or public financial management activities is desirable.
  • Demonstrated experience implementing complex donor-funded development projects.
  • Experience managing USAID-funded projects is required.
  • Demonstrated leadership skills and ability to work collaboratively and independently.
  • Strong English writing/speaking skills required.
  • Strong communication, interpersonal, coordination, and presentation skills required.
  • Vietnamese nationals are encouraged to apply.

Minimum Qualification

  • Master’s Degree + Eight years of relevant experience

Note: This position is based in Hanoi, Vietnam with traveling to the provinces if needed.
