Background information

The Fleming Fund Country Grant is the first grant from the government of the United Kingdom of Great Britain and Northern Ireland (UK) funding for Viet Nam to address critical gaps in surveillance of antibiotic-resistant bacteria in Vietnam. It has been created in response to a Request for Support from the Government of Vietnam to tackle one of the public health priorities in the Global Action Plan on AMR. This grant aligns with the national antimicrobial resistance (AMR) policy framework and with the investments made by other donors and stakeholders in this area.

This first Fleming Fund Country Grant for Vietnam focuses on strengthening the antimicrobial resistance (AMR) and antimicrobial use (AMU) surveillance systems in both the human and animal health sectors towards the One Health Approach to bring together multi-sectoral stakeholders to share surveillance data and gain better understanding of AMR and AMU, contributing to the government’s efforts of developing national multi-sectoral AMR/AMU stewardship strategies and plans.

The Vietnam Fleming Fund Country Grant—Tackling Antimicrobial Resistance in Vietnam (FFP) with cooperation with Department of Animal Health (DAH) has supported three animal health laboratories (National Center for Veterinary and Hygiene No. 1 (NCVHI 1), National Center for Veterinary and Hygiene No. 2 (NCVHI 2) and Regional Animal Health Office No. 4 (RAHO 4) to implement the second round of active surveillance in Vietnam for detecting antimicrobial resistance (AMR) of bacteria in healthy chickens and pigs that may contribute to AMR in humans. The timeline for the sampling of this active surveillance round is July – September 2022. After that, samples will be tested, and data will be analyzed and uploaded onto the AMR server with connection to the AMR e-portal. To support the process of data processing for active surveillance program in the coming months, a local consultant is needed.

Under this scope of work, the local consultant in charge of data entry and data analysis will provide high-level technical and professional supports for the process of importing and exporting AMR data during the active surveillance program for the animal health sector. The consultant will work closely with designated staff members from three animal health laboratories (NCVHI1, NCVHI2, RAHO4) as well as technical experts, to make sure the AMR data is efficiently processed.

The National Consultant is expected to provide technical and professional supports according to the scope of work with more details in attached file.
