for the provision of IT support service

0. Background of RLS

The Rosa-Luxemburg-Stiftung is one of the six major political foundations in the Federal Republic of Germany, tasked primarily with conducting political education for progressive social development both at home and abroad. The Stiftung is closely linked to the German Left Party, DIE LINKE. Since its founding in 1990, the Stiftung’s work has adhered to the legacy of its namesake, German socialist leader Rosa Luxemburg, and seeks to represent critical thinking and democratic socialism with an unwavering internationalist focus.

The Hanoi office of the Rosa-Luxemburg-Stiftung Southeast Asia embraces a mission of supporting the transformation of countries such as Vietnam, Cambodia, Laos, and Myanmar into participatory, socially just, and ecologically sustainable societies. The RLS SEA Hanoi office opened its doors in April 2009 and currently cooperates with around 15 partner organizations, including academic institutions, universities, non-governmental organizations, think tanks, government institutions, and parliaments.

1. Location and execution period

The qualified and experienced company will provide IT support service at RLS SEA Hanoi office (House No. 8c, Alley 76 To Ngoc Van street, Tay Ho district, Hanoi) during work hours and additional overtime and/or when needed.

The contract shall come into force from 16 September, 2022 and remains valid for 2 years until 15 September, 2024 and can be extended for 1 another year from 16 September 2024 until 15 September, 2025 upon the satisfactory performance of the provider.

2. Criteria for assessment of the tender

RLS SEA will evaluate and assess the submissions of the interested applicants upon a set of criteria. These include:

  1. Track record and experience in the provision of such IT service with international organizations
  2. Service rate (hourly rate)
  3. Education and training background
  4. Ability to communicate in English and knowing German language is an asset
  5. Flexibility regarding working time on short notice, during holidays or weekends

3. Scope of work

  • Diagnose, troubleshoot for problems related to IT system of the office via telephone, remote access and mostly on-site service;
  • Install new hardware and software and its integration into the existing infrastructure of the Office;
  • Implement backup and recovery of users’data;
  • Administer servers and networking equipment and all LAN/WAN equipment, periodically updating software and configurations;
  • Read technical manuals, confer with users, and conduct computer diagnostics to investigate and resolve problems and to provide technical assistance and support;
  • Proactively advise the Client advantageous solutions to maintain IT system and improve the efficiency and productivity;
  • Ensure software licenses are always kept up to date by maintaining a log of such licenses and by alerting the Client to renew these licenses if and when necessary;
  • Support the Client data security policy;
  • Coordinate with and support IT department in Berlin on the technical isssues.

4. Hardware

The Client currently has one server, 12 laptops, 10 desktops, 2 photocopiers and 8 printers.
