TERM OF REFERENCE FOR CONSULTANCY SERVICES

I. BACKGROUND

The International Center (formerly known as Vietnam Veterans of America Foundation -VVAF) is a humanitarian organization that has addressed the consequences of war through advocacy and service programs in Vietnam for the last three decades.

Under the financial support of United States Agency for International Development (USAID), IC is implementing the Disability Support Project named “Moving without Limits” in the three provinces of Thua Thien Hue, Quang Nam and Binh Dinh from 2015 until 2022. This project aims to improve the accessibility of the people with mobility impairments in Thua Thien Hue, Quang Nam, and Binh Dinh to quality and affordable assistive devices.

In order to improve the capacity of local health workers from the selected provinces, IC has supported a number of provincial hospitals, including Quang Nam Northern Mountainous Region General Hospital and Binh Dinh Traditional Medicine & Rehabilitation Hospital (campus 1) with establishing their occupational therapy units and assistive technology units to provide rehabilitation services with high quality for patients and people with disabilities (PWDs) in the province.

IC is seeking qualified consultants to perform the following duties:

  • Inspection of occupational therapy and assistive technology unit in Quang Nam Northern Mountainous Region General Hospital for acceptance & handover.
  • Conduct an assessment to establish an out-door training area for wheelchairs at Binh Dinh Traditional Medicine & Rehabilitation Hospital (campus 1)
  • Develop the design profile & estimated budget of the out-door training area for wheelchairs at Binh Dinh Traditional Medicine & Rehabilitation Hospital (campus 1)
  • Inspection of the out-door training area for wheelchairs for acceptance & handover at Binh Dinh Traditional Medicine & Rehabilitation Hospital (campus 1)

The consultant/team will be reimbursed for travel expenses with per diem and travel cost against actual invoices (for airfare, taxi and hotel) for the field trip in accordance with IC policies.

III.  QUALIFICATION:

  • Experience in construction design and adequately understanding in National Technical Regulations on Construction for Disabled Access to Buildings and Facilities.
  • Experience in rehabilitation field, especially occupational therapy is preferred.
  • Minimum 2-year experience in designing, establishing and operating transition houses/occupational therapy units in health facilities.
  • Experience in working with diverse stakeholders is an asset.
  • Ability to complete work on time.
