The Digital Transformation Center Vietnam supports our Vietnamese partners in shaping Digital Transfromation that is human-centered and sustainable.

Three focus areas are:

  • Industry 4.0 (digitalization of SMEs) and
  • Technology

We are looking for the following motivated candidates to join the Digital Transformation Center for Industry 4.0 (digitalization of SMEs) and government affairs.

Position Nr. 1:
(Senior) Project Officer for Government Affairs & Project Management
Duty station: Hanoi, Vietnam
Duration of Assignment: 01.01.2023 – 30.11.2023

The Digital Transformation Center Vietnam is looking for a program officer to manage relations with our Vietnamese government partners and oversee the project management in all three focus areas.The position is foreseen to be extended beyond 2023.

Main responsibilities

  • Key account management and relationship management with our government partners
  • Joint strategy development with the government partner
  • Supporting ODA processes on GIZ side, including drafting and reviewing project documents as well as facilitating stakeholder consultation processes for new project documents
  • Host regular consultations with government partner and manage engagement of government partner
  • Support the ministry partners in coordinating ODA processes and advises them on engagement with foreign relations department within the ministry
  • Coordinating inputs of government partners, reviewing and agreeing on joint operations planning
  • Coordinating and co-organizing joints event with the government partner
  • Support government partner in organizational change management
  • Oversee project management implementation in all three areas project areas, review other program officer’s operations planning and daily operations (such as Gantt Chart or Kanban)
  • Advising the staff of GIZ Digital Transformation Center on project management best practices and ensuring learning & development of the team

Minimum requirements

  • Bachelor’s degree (master’s degree preferred) in political science, law,social scienceor business with expertise in policy making and/or organizational development
  • Very good knowledge (6-8 years of experience) of the Vietnamese government landscape, experiences with the Ministry of Planning and Investment a plus
  • Verygood experience in project management, including different approaches (waterfall, agile) and methods (Gantt Charts, Kanban, SCRUM)
  • Good knowledge on organizational development & change management (3-5 years of experience), experience with organizations working on innovation and technology development is a plus
  • Managerial and organizational competence
  • Willingness to travel (abroad and domestically) regularly
  • Very good knowledge of Vietnamese and English, German and other languages) is a plus
  • Willingness to upskill as required by the tasks to be performed–corresponding measures are agreed with management

Position Nr.2:
Project Officer for Industry 4.0
Duty station: Hanoi, Vietnam
Duration of Assignment:01.01.2023–30.11.2023

The Program Officer will join the team on Industry 4.0 (digitalization of SMEs) in shaping the future of the digital economy in Vietnam. The position is foreseen to be extended beyond 2023.

Main responsibilities

  • Implementing daily operational aspects of all issues related to the Industry 4.0 work
  • Technical advice and organizational development for the clients (SMEs) of the project in thefield of digitalization
  • Setting up and managing SME digitalization support programs and policy exchange events (on Big Data, AI, blockchain, other emerging technologies)
  • Establishing and promoting regional and German-Vietnamese digital SME networks, female business networks and exchange on emerging technologies with a focus on Big Data and AI

Minimum requirements

  • Bachelor’s degree in political science, business or computer science or equivalent with at least 3 years of experience working in the field technology and digital transformation
  • Experience to work with digital transformation activities for businesses in Vietnam (overseasis a plus) such as proposing digital transformation strategies for enterprises, roadmap development, etc.
  • Experience in communications and employee engagement linked to the adoption of one or more of the following technologies or methods:
    • ERP
    • Cloud
    • Agile
    • DevOps
    • Automation,Intelligent workflows
    • Artificial Intelligence
    • Dataand analytics
  • Experience in developing strategies, setting up and executing transformation initiatives in one or more of the following areas: digital transformation, operational model change, IT transformation, end-to-end work-flow automation and operations.
  • Knowledge on current local and regional developments in the fields of digital technologies, solutions, and digitalization, pros and cons of each solution;
  • Experiencemanaging external IT vendors;
  • Good knowledge of the Vietnamese and stakeholders in the digital transformation landscape in Vietnam
  • Experience to work with international donors is a plus
  • Experience to work in key sectors such as metal, electronic, automotive, agri-processing, manufacturing, etc. is a plus
  • Managerial and organisational competence
  • Willingness to travel (abroad and domestically) regularly
