(Senior) Project Officer for Circular Economy

The global programme “Go Circular” is commissioned by German Federal Ministry for Economic Cooperation and Development to support the transition to a Circular Economy at global level and in the three partner countries: Colombia, Ghana and Viet Nam. Go Circular works in three priority areas: 1) Promoting innovation (technologies and business models), 2) Scaling up solutions and 3) Action in global alliances. The programme currently addresses three material flows:  plastics, electrical and electronic equipment, batteries, and organic waste – with the potential to expand to others. Cross-cutting themes pursued are climate and the Circular Economy, including integration with Nationally Determined Contributions (NDCs) from the Paris Climate Agreement, digitalisation and the Circular Economy as well as financing the Circular Economy.

In Vietnam the project advises and supports the Ministry of Planning and Investment (MPI) as key political partner. The project will provide technical advisory and management support to companies, implement calls for innovation on new Circular Economy business models and technologies, and advice its partners in the development of a strategy and relevant decrees on piloting circular economy implementation. Last but not least, the project closely coordinates and cooperates with global and regional alliances to exchange and upscale proven approaches for a Circular Economy.

The project is looking for a qualified national candidate to fulfil the following position:

(Senior) Project Officer for Circular Economy
Duty station: Hanoi, Vietnam
Duration of Assignment: ASAP – 30.06.2024, with the possibility of extension to 2025

Main responsibilities

  • Develop concepts, approaches and activities to promote a Circular Economy in line with the overall project objectives and its indicators in close coordination with the component leader as well as -albeit to a lesser degree- with other team members of the global programme as well as colleagues in the GIZ cluster on Sustainable Environmental Development
  • Provide technical advisory and management support to companies as well as implement calls for innovation on new Circular Economy business models and technologies in close coordination with relevant actors (e.g. international and national private sector, associations, NGOs etc.)
  • Provide advice to MPI on the development of a Circular Economy strategy and relevant decrees (e.g. piloting schemes or green taxonomy), conduct trainings/ train-the trainers for business development service providers and others, and support the identification and upscaling of promising approaches (e.g. through advice on financing mechanisms)
  • Develop Terms of Reference and manage international and national consultants to ensure highest quality and cooperation; Coordinate and cooperate with partners from the private sector, business associations as well as partner organisations from NGOs, academia, service providers to enhance a Circular Economy in Vietnam
  • Support the monitoring and evaluation of the project activities; Contribute to the knowledge management of the project by collecting and adequately distributing information and relevant communication material about the activities
  • Support global activities in close coordination with the component leader and other team members of the global project

Minimum requirements

  • University degree in Business, Economics, Political or Cultural science, Environmental Management, Engineering, Supply Chain Management or other relevant disciplines
  • At least 7 years of professional work experience in related positions of increasing responsibility, preferably with the private sector and/or relevant government ministries (especially MPI) and/or development cooperation and/or relevant thinktanks
  • Strong project management skills and experience with the initiation, planning, budgeting, execution, monitoring of projects and other project management tasks
  • Working experience and solid networks in key sectors such as plastics, agriculture/food processing, construction, electronics and/or others and/or expertise on financing sustainable business models
  • Knowledge of relevant concepts, international and national discussions as well as policies and initiatives on Circular Economy
  • Strong networking capability and good communication skills with stakeholders from development sector, NGOs, private sector and government, enabling collaboration to achieve joint objectives
  • Pro-active and self-driven individual
  • Proven ability to work in a team, also in intercultural contexts
  • Strong critical, analytical thinking and structured working abilities
  • Excellent verbal and written English language skills
