Background

The Against Child Exploitation (ACE) project, funded by United States Department of Labor, has commenced since 2019 in the Philippines with the view to strengthening the capacity of the Philippine government to address the Worst Forms of Child Labor (WFCL) including Online Sexual Exploitation of Children (OSEC), and violations of acceptable conditions of work. Building on fruitful results achieved in Philippines, the ACE project will be implemented from Nov 2021 to September 2024 in Vietnam in 6 target districts of 3 target provinces (Dien Bien province, Danang city, and Quang Nam province) toward the expected outcomes as follows:

  • Outcome 1: Improved enforcement of the legal framework and policies pertaining to the WFCL, including OSEC, and violations of acceptable conditions of work
  • Outcome 2: Improved assistance services for victims of WFCL and / or OSEC
  • Outcome 3: Strengthened partnerships to accelerate progress in addressing the WFCL, including OSEC, and violations of acceptable conditions of work.

Within ACE framework, ACE project is seeking for consultant(s) to develop set of community child labor monitoring tools in the informal sector  for the active engagement of children, families, community and businesses in prevention and monitoring of child labor.

Objective and Expected Outputs

Objective

  • Community child monitoring tools in the informal sector are developed for specific target actors.

Expected deliverables

  • A set of community child monitoring tools in the informal sector specifically designed for each target group.
  • Guidelines for application of community child monitoring tools for each actor.

Content of the tools

The tools developed are met with specific features of each target groups and required but not limited to the following details:

  • Aspects and specific criteria to be monitored.
  • Check list and other relevant tools if applicable by each group details in each monitoring categories/ criteria to minimize the risks and support child labor cases.
  • Monitoring tools.

Timeline:

Total consultancy days will be based on practical proposal of consultant but not over 32 days

Consultant Qualifications and Experience:

The successful consultant(s) should have the following qualifications:

  • University or postgraduate degree in social work, sociology or related disciplines
  • Having knowledge and experience in survey, assessment and development of tools in development sector
