The Programme aims at two principal objectives: (i) The Government of Viet Nam implements measures and actions which are well-oriented to support the environmentally and socially responsible growth in the framework of Vietnam’s Green Growth Strategy; and (ii) the macroeconomic stability is improved and capacity of government agencies is enhanced for better implementation of economic and social policies thereby contributing to the equitable and sustainable growth process in Viet Nam.

The “Strengthening Public Financial Management in Viet Nam” Project is one component under the Macroeconomic Reforms/Green Growth Programme supporting the Ministry of Finance (MoF) of Viet Nam on behalf of the Delegation of the European Union (EU). The project is organized in three specific objectives: (i) State budget management and revenue forecasting is improved, (ii) Management of public debt is enhanced and (iii) Tax environment and revenue mobilization is enhanced.

The programme is looking for national candidates to fulfil the following positions:

Position No. 1:
Senior Programme Officer in Tax Environment and Revenue Mobilisation
Duty station: Hanoi, Viet Nam
Duration: Starting from 01/12/2022 with 2 years contract with possible extension

Main responsibilities:

In close cooperation with the team leader and the project team as well as the counterparts of the Ministry of Finance (MoF) the main responsibilities of the Senior Programme Officer will be:

  • The coordination of the technical assistance activities regarding tax policy formulation, tax legislation, tax system management and other related under the supervision of the Lead Advisor and in line with the Programme’s and the component’s objectives, requirements of the EU and GIZ
  • The preparation, coordination and implementation of nationwide project activities, amongst others the organization of technical trainings, workshops, consulting missions, international fact-finding missions, research and drafting of analysis and studies in cooperation with a team of national and international long-term project staff members
  • The management and execution of budget allocations assigned to finance the activities and the objective in accordance with GIZ orientations and rules
  • The monitoring and steering of the activities as well as the reporting on progress and outcomes
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders to facilitate the integration of best practices and practical experiences into policy formulation and implementation
  • The linking-up and creation of synergies with partners at the international, national and local level, including government agencies at different levels, national and international non-government organizations which are engaged in public finance reform
  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF) in the area of taxation
  • The support of other programme activities when required

Minimum requirements:

  • A Master’s (MSc, MA, MBA) degree or PhD in in Economics, Public Finance or Law or another social science with relevance to the projects’ objectives.
  • A minimum of 7 years of professional experience in the field of taxation gained working in or with the Ministry of Finance of Viet Nam, General Department of Taxation, General Department of Customs, in Academia or as a consultant
  • Relevant expertise in at least one of the following areas: International taxation, Tax System Analysis and Reform, Tax policy formulation, Tax Audit, Tax management and revenue collection
  • Experience working with international development organizations
  • Excellent and up-to-date knowledge of the Vietnamese PFM-System, in particular tax policies and management
  • High level written, oral communications and report writing skills in both English and Vietnamese; knowledge of German is a plus. Good working knowledge of modern telecommunication systems and relevant computer applications (e.g. Econometric software, MS Office, etc.)
  • Excellent communication and interpersonal skills with a strong interest in international cooperation and development
  • Willingness to travel, both within Viet Nam and possibly abroad

Position No. 2:
Programme Officer in Debt management
Duty station: Hanoi, Viet Nam
Duration: Starting from 01/12/2022 with 2 years contract with possible extension

Main responsibilities:

In close cooperation with the project team and the counterparts of the Ministry of Finance (MoF), the main responsibilities of the Programme officer will be:

  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF) in the area of legal and regulatory framework for public debt management, operationalization of efficient debt management and other related fields
  • The preparation, coordination and implementation of nationwide project activities, amongst others the organization of technical trainings, workshops, consulting missions, international fact-finding missions, research and drafting of analysis and studies in cooperation with a team of national and international long-term project staff members
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders
  • The monitoring, evaluation, documentation and dissemination of the implementation of activities and their impact on public financial management reform
  • The support of other programme activities when required

Minimum requirements:

  • University Degree or higher in Economics, Public Finance or Law
  • A minimum of 3-5 years of relevant work experience in Public Financial Management with a focus on debt management
  • Experience in working with relevant state institutions in Viet Nam, experience working with international development organizations would be an asset
  • Excellent understanding of the legal and organizational framework of Viet Nam’s PFM system
  • Excellent communication, research and presentation skills with a strong interest in international cooperation and development
  • Excellent language skills in Vietnamese and English, knowledge of German would be an asset, excellent IT-skills are a must (e.g. Excel and other MS Office programmes)
  • Willingness to travel, both within Viet Nam and possibly abroad

Position No. 3:
Programme Officer in Revenue forecasting
Duty station: Hanoi, Viet Nam
Duration: Starting from 01/12/2022 with 2 years contract with possible extension

Main responsibilities:

In close cooperation with the project team and the counterparts of the Ministry of Finance (MoF), the main responsibilities of the Programme Officer will be:

  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF) in the area of macro-fiscal-revenue forecasting, medium-term-fiscal frameworks and related fields
  • The preparation, coordination and implementation of nationwide project activities, amongst others the organization of technical trainings, workshops, consulting missions, international fact-finding missions, research and drafting of analysis and studies in cooperation with a team of national and international long-term project staff members
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders
  • The monitoring, evaluation, documentation and dissemination of the implementation of activities and their impact on public financial management reform
  • The support of other programme activities when required

Minimum requirements:

  • University Degree or higher in Economics, Public Finance or Law
  • A minimum of 3-5 years of relevant work experience in Public Financial Management with a focus on macro-economic and fiscal planning
  • Experience in working with relevant state institutions in Viet Nam, experience working with international development organizations would be an asset
  • Experience in the application of methodologies and technical tools for macro-fiscal-revenue forecasting would be an asset
  • Excellent communication, research and presentation skills with a strong interest in international cooperation and development
  • Excellent language skills in Vietnamese and English, knowledge of German would be an asset, excellent IT-skills are a must (e.g. Econometric Software, Excel and other MS Office programmes)
  • Willingness to travel, both within Viet Nam and possibly abroad

Position No. 4:
Programme Officer in State budget management
Duty station: Hanoi, Viet Nam
Duration: Starting from 01/12/2022 with 2 years contract with possible extension

Main responsibilities:

In close cooperation with the project team and the counterparts of the Ministry of Finance (MoF), the main responsibilities of the Programme Officer will be:

  • The provision of technical and process advisory to the national counterparts in the Ministry of Finance (MoF) in the area of State Budget Law, Budget preparation and implementation, Budget transparency and other related fields
  • The preparation, coordination and implementation of nationwide project activities, amongst others the organization of technical trainings, workshops, consulting missions, international fact-finding missions, research and drafting of analysis and studies in cooperation with a team of national and international long-term project staff members.
  • The maintenance of existing and fostering of future cooperation and exchange between all involved international and local stakeholders
  • The monitoring, evaluation, documentation and dissemination of the implementation of activities and their impact on public financial management reform
  • The support of other programme activities when required

  • University Degree or higher in Economics, Public Finance or Law
