Producing a video clip to celebrate 10 years of domestic financing for HIV response in Vietnam

Background:

The global USAID LHSS helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS Activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity supports Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, in using government resources more efficiently, and in assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam's supply chain management system; and (4) Integrate TB services into SHI.

In the context of gradually reduced international funding for HIV response in Vietnam, in 2013, the Prime Minister issued Decision 1899/Q?-TTg approving the sustainable financing plan for HIV/AIDS response in Vietnam. This Decision provides specific solutions for the effective mobilization and management of both domestic and foreign resources for Vietnam’s HIV program. Particularly, it laid the foundation for Vietnam to transition its HIV response from a predominantly donor-funded program to a domestically funded one with social health insurance as the primary financing resource. Importantly, the Decision emphasizes the mobilization of the provincial budget to fund HIV activities. It also promotes the involvement of the private sector in providing HIV/AIDS services and increased the contribution of people living with HIV to using the services. As a result, domestic funding for HIV response has gradually increased since then, accounting for over 50% of total expenditure for HIV response in 2021.

To mark the 10 years of domestic financing to sustain HIV response in Vietnam since the Prime Minister Decision 1899, the Vietnam Administration of HIV/AIDS Control (VAAC) plans to organize a national event on November 23, 2022, among event series held at national and provincial levels to celebrate the World AIDS Day 2023 during November and December 2022.

VAAC requested the LHSS to support them in producing a video to document the 10-year journey of domestic financing to sustain Vietnam’s HIV response for showing at this event and other channels.

Objective:

To produce a video clip on the 10-year journey of domestic financing to sustain Vietnam’s HIV response, which will be shown at the event to mark 10 years of domestic financing in Vietnam and other channels.

For this purpose, LHSS is looking for a video producer capable of producing high-quality videos with detailed requirements as described hereafter.

Responsibilities:

The video will capture the 10-year journey of domestic financing to sustain the HIV response in Vietnam, with key policy milestones, key implementation progress, results/achievements, and significant figures. Its content will tentatively cover the four components:

  • Mobilization of the provincial budget for the HIV response;
  • Transitioning HIV services into the SHI;
  • Participation of the private sector in providing HIV/AIDS services;
  • Role and responsibility of PLHIV in contribution and access to HIV prevention and treatment services.

The video duration is expected to be 5 – 6 minutes with Vietnamese voice-over and English subtitles.

The video producer will:

  • Participate in the meetings with VAAC and LHSS to discuss and develop detailed content for the video;
  • Participate in developing and providing ideas on the frame script video, and provide creative ideas on how to tell the story of the 10-year journey of domestic financing to sustain HIV response in Vietnam;
  • Make some examples of the video storyboard to agree on the visual representation of the video;
  • Travel to sites to film and interview key persons;
  • Find more documentary films relating to the video topic for incorporating into the video (i.e: from the MOH’s information and communication center, VAAC, other USAID implementing partners, etc.);
  • Produce a complete video with Vietnamese voice-over and English subtitles. Edit and finalize the video based on the comments of VAAC, LHSS, and other partners of VAAC, USAID, and LHSS;
  • Edit the final five-minute video into a one- or two-minute clip for showing in VTV1

Deliverables:

  • A five-minute video clip, with Vietnamese voice-over and English subtitles (for showing at the event).
  • A one- or two-minute clip (edited based on the 5-minute video clip) for showing on VTV1.

Requirements:

  • The service provider must have prior experience in producing video clips for similar projects/activities. Priority is given to the producer having prior experience making a video clip for VAAC, MOH, and/or USAID/PEPFAR projects.
  • The service provider must use their own videography equipment capable of delivering high-resolution images.
  • The service provider must guarantee the timely delivery of the products.

Time:

  • Start date of video production: upon PO signing in October 2022.
  • Final video deliverables: November 18, 2022

Copyright:

All the product’s raw and retouched footage produced under this TOR is the property of the LHSS project. The project will have the right to use these products for their purposes. The service provider is not allowed to provide this footage and products to any other individuals/parties without prior permission from the LHSS. The service provider must ask for the permission of LHSS before using these products.

Quotes received in response to this RFQ will be evaluated based on the price, availability, and quality of the required service. These parts are considered equal, the individual with the lowest cost technically available will be awarded. As a result, vendors are encouraged to submit their most competitive offer.

Abt Associates reserves the right to reach a final decision based on an overall assessment of quotes. The submission of a quote does not constitute an award of any funds. The resulting award will be subject to Abt’s standard terms and conditions and applicable to all Prime Contract terms and conditions, which are available upon request.
