Title: Project Manager
About: Partnership for Higher Education Reform (PHER)The Partnership for Higher Education Reform (PHER) is a five-year initiative funded by USAID and implemented by Indiana University, aiming to modernize Vietnam's leading universities and strengthen Vietnam’s higher education system in alignment with USAID's Higher Education Program Framework.
PHER implements activities towards institutional reform in Vietnamese higher education institutions through developing effective and innovative models. PHER focuses on the four project key pillars: Governance and Policy, Improvement of Teaching and Learning, Research, and University-Industry Linkages. PHER activities target three major Vietnamese universities: Vietnam National University-Hanoi, Vietnam National University-Ho Chi Minh City, and the University of Danang. Higher-education policy advocacy and reform, technology and digitization, and gender empowerment are critical, cross-cutting strategies for success across these four pillars and support the long-term sustainability of PHER outcomes.
The Sang Kien Viet Nam Institute (SKI) is a sub-awardee to Indiana University supporting and implementing the PHER Activities in Vietnam.
Job Summary: The Program Manager, based at SKI in Hanoi, Vietnam, will have the responsibility of managing and providing technical assistance towards the successful implementation of the PHER Activities within the approved framework of authority covering the four project pillars: University Governance and Policy, Improvement of Teaching and Learning, Research, and University-Industry Linkages.
Specific Responsibilities: The Project Manager will:
- Lead the implementation of PHER activities assigned to her/him under one of the four pillars.
- Provide technical and professional inputs to the development and regular updating of work plans and activities.
- Provide technical and professional support on PHER AMEL (Activity Monitoring, Evaluation and Learning) plan, and other plans as required.
- Collaborate with the PHER MEL-KM Specialist in compiling quality and comprehensive progress reports on a quarterly basis.
- Assist the COP and DCOP in writing Success Stories, Summary Accomplishments, Fact Sheets, and other documents required by the PHER Activity.
- Represent PHER in local, national, and other meetings presenting PHER’s goals, plans, and activities to the 3 universities, other stakeholders and partners including business, education, public, non-profit, and governmental organizations in Vietnam.
- Work closely with the Chief of Party (COP) and Deputy Chief of Party (DCOP) and the IU-based team in project management activities.
- Report to the COP and DCOP on project implementation progress in their scope of work.
- Other tasks assigned to her/him by the PHER Core Leadership team, including the COP, DCOP, PIs and the Chief Academic Officer.
Required Qualifications and Work Experiences: The Program Manager should have the following qualifications:
- Bachelors’ degree or higher in the fields relevant to the assignment;
- Expertise, strong background knowledge, and working experience in higher education (HE) are preferred.
- Experience in project management, tracking progress against activities, and quality report writing.
- Experience working with Vietnamese government agencies, universities and non-government organizations.
Required Skills: The Program Manager should have the following skills:

- Demonstrated ability to work both independently and in team setting;
- Demonstrated success in project management and report writing;
- Proficient in English and Vietnamese written and verbal communication skills;

Reporting and Employment Duration
The Program Manager will report directly to the COP and DCOP on day-to-day project management and implementation of planned, or as appropriate assigned, tasks and activities.
The Program Manager position is a full-time job.
Start Date: as soon as possible.
Working hours: Normal working hours are Monday to Friday from 8.30 am to 5.30 pm. Work outside normal hours may be required.
Salary: Appropriate compensation will be offered to the right candidate.
Work location: Room 501, Icon 4 Building, 243A De La Thanh St. – Dong Da – Ha Noi.
