Overview:

Founded in 2002, by President William J. Clinton and Ira C. Magaziner, the Clinton Health Access Initiative, Inc. (“CHAI”) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in the developing world.

CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

Position Summary:

CHAI is seeking a highly motivated individual to work as the Malaria Strategy and Finance Associate to help countries in the Greater Mekong Subregion (GMS), Southeast Asia achieve historic malaria elimination. Malaria in these countries is an urgent global priority because of the presence of Artemisinin drug resistance, which, if it further spread from the region, could undermine global progress against the disease.

The role would specifically focus on working with the government malaria program in Vietnam with their national strategic evaluation and planning, and then using this strategy to help align the resources available from the Global Fund.

As a member of the CHAI’s Global Malaria Program, the Associate will work alongside CHAI’s technical and country experts to support government to conduct strategic reviews of the national malaria program, write the reports, and create a costing model to assess required financial resources. The Associate will further assist the government with a cost optimization analysis for health strategies and contribute to forecasting of resource needs. The Associate will report to the Senior Manager of the CHAI Global Malaria Management, Strategy, Finance Team, and will work closely with CHAI regional technical team and country malaria teams.

The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills and must be able to work independently and have a deep personal commitment to producing results. No background in malaria is required, but the Associate is expected to be proficient in using Microsoft Excel. Most of all, this position requires resourcefulness, tenacity, patience, humility, and high ethical standards.

The position will be based in Hanoi, Vietnam with potential international travels to other countries in the GMS.

Responsibilities:

  • Work with the Vietnam government malaria program, WHO, implementing partners, and CHAI team to conduct review of the national government malaria strategies
  • Work with the government malaria program, implementing partners, and CHAI team to optimize and cost any new strategies or plans by building Excel-based costing and budget models, conducting financial analyses, and supporting development of operational plans
  • Support governments in the GMS countries to meet Global Fund grant application requirements, including development of budgets and funding requests
  • Work with Global Fund consultants to support the development of the Vietnam funding request
  • Serve as liaison between CHAI regional technical teams, country partners, and other key stakeholders
  • Build strong relationships with stakeholders across government, non-governmental organizations, and the private sector
  • Draft presentations and reports for internal and external stakeholders
  • Coordinate meetings and facilitate knowledge sharing between government programs and partner organizations in the region to ensure effective coordination
  • Other responsibilities as needed

Qualifications:

  • Bachelor's degree in Business, Commerce, Policy, Public Health, International Development, or related field
  • 2-5 years of working experience with increasing levels of responsibility and leadership in management consulting, public health, or other relevant fields
  • High levels of proficiency in Microsoft Excel, and moderate knowledge of Word, and PowerPoint
  • Excellent written and oral communications skills in English and Vietnamese
  • Ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations
  • Exceptional written and oral communication skills
  • Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment

Advantages:
