Senior Project Officer for Sustainable Production and Consumption in Asia (SCP) Project

VACANCY ANNOUNCEMENT

At GIZ, the Sustainable Economic Development (SED) Cluster supports the Government of Vietnam in its efforts of green growth strategy implementation, improvement of law-making capacity and growth model transformation toward a more socially, environmentally sustainable development. The SED Cluster’s programme and projects cover three main areas of work, namely economic policy and legal advice, sustainable finance, digital and private sector with the aims to promote a green, inclusive and digital economic development in Viet Nam.

The project “SCP Outreach in Asia – The Next Five” is a regional project under the SED cluster. The project’s goal is to contribute to the reduction of greenhouse gas emissions by continuing to develop and implement sustainable consumption and production policy framework particularly in areas of green public procurement and environmental label.

The project provides technical assistance to the five countries namely Cambodia, Lao PDR, Myanmar, Vietnam, and Bhutan with support of Thailand. The SCP project activities focus on strengthening institutions, including the provision of technical training courses to government officials, knowledge transfer and drafting integrated policy solutions on a regional level. It is planned to support partner institutions in the different countries with the integration of climate friendly and low-carbon criteria into eco-labels through capacity development and awareness raising. This will be done with training courses, train-the-trainer packages and analysing international GPP best practices to give guidance on how to adapt GPP strategies to the specific country context.

The SCP project component in Viet Nam is looking for a qualified national candidate to fill the following position:

Senior Project Officer
for Sustainable Production and Consumption in Asia (SCP) Project
Duty station: Hanoi, Vietnam
Duration: ASAP until 28.2.2024 with possible extension

Main responsibilities:

  • Coordinating technical matters within the SCP project’s intervention area in the field of environmental label system and green public procurement in accordance with the overall objectives of GIZ and Sustainable Economic Development Cluster as well as internal agreements and/or consultations with the direct supervisor
  • Working as the technical focal point for the project implementation including process of facilitation and technical advisory for the ministries and core institutions within the assigned intervention area
  • Coordinating and supporting the implementation of activities within the context of the project to ensure operative execution and outputs
  • Supporting the management in strategic and operative matters, notably the progress of monitoring, project management, communication and other assignments related to resolving bottlenecks and ensure frictionless implementation
  • Coordinating the knowledge management as well as supporting the communication, monitoring and evaluation (M&E) works.

Minimum requirements:

  • Master’s degree from a recognised university, in the field related to the project/program’s issues, specialisation in a field related to environmental science/management, and/or business/public administration
  • Experience with eco labeling, green public procurement or environmental management is an advantage, basic understanding of sustainable consumption and production, green public procurement and/or eco-labelling in the Asian region
  • Minimum of 5 - 7 years of relevant occupational experience, expertise in project planning, coordinating, and with management experience
  • Proven experience in implementing GIZ projects or other international development agencies is an advantage
  • Understanding governmental structure and experience in working with government institutions, high demand on precise partner management, quality control and result based thinking/acting;
  • High demand on delegating and coordinating multiple and complex tasks
  • Excellent command of Vietnamese and English in writing and speaking;
  • Very good working knowledge of telecommunication systems, IT-know-how (MS Office or other database program);
  • Ability to work independently and to do frequent travels within the country and globally.
