Your role

The position will be part of the finance team of IDH Vietnam which has overall responsibility for the accounting and financial management of IDH Vietnam in compliance with the accounting and financial procedure of IDH, donors and with the Vietnamese Law.

The position will be based in Hanoi and will report directly to IDH Vietnam Country Director and technically report to Global Controller at IDH headquarter in the Netherlands.

Key responsibilities:

  • Represent IDH Vietnam Office as the Chief Accountant to the banks and donors and act as financial controller of IDH Vietnam projects and programs.
  • Responsible for an accurate accounting filing system and ensure that data system is in good order, in computerized form in compliance with IDH accounting requirements to ensure the effective functioning of financial and accounting operations in support of IDH’s work.
  • Manage accounting activities, including the work of Account Officer, in compliance with the accounting and financial procedure of IDH, donors and with the Vietnamese Law.
  • Responsible for annual country budget preparation and monthly budget monitoring. Check budget lines to ensure that all transactions are correctly booked to the correct budget lines of the annual budget plan of each program.
  • Report any actual or potential financial issues to the Country Director or IDH headquarter Global Controller as appropriate.
  • Responsible for timely monthly consolidated financial statements, payments, cash-flow management, reporting for submission to HQ in Netherlands and other donors. Review the donor financial reports prepared by Account Officer.
  • Provide guidance and advice to IDH Vietnam staff on issues related to financial procedures of IDH such as project procurement plan, instruct staff on tendering procedures and (pre)-contracting procedures s, etc. Conduct quarterly financial update/training to all staffs.
  • Review the calculation and report of monthly payroll, personal income tax, social insurance, unemployment insurance, health insurance and trade union for IDH Vietnam staff. Ensure compliance with local laws in terms of reporting and payments.
  • Provide inputs in preparation and review of project proposal budgeting, fundraising proposals, and annual budget plan of IDH Vietnam and/or its donors.
  • Assist in auditing activities and donor spot checks by providing necessary information and preparing requested documentation. Responsible to follow up recommendations and requests from auditor and donors.
  • Coordinate with international finance team to complete assigned accounting tasks within deadlines.
  • Support IDH Vietnam Country Director in the implementation of the Country Operations Framework.
  • Continuously improve systems; financial policies and procedures to enhance internal controls to satisfy audit requirements and donor requirements
  • Maintain an inventory file to support purchases of all equipment/assets.
  • Undertake other relevant tasks when required.

Who you are

IDH is looking for a bright, motivated and organized team player that can execute assignments quickly, someone that is structured, flexible and accurate. It is easy for you to keep an overview and prioritize when required. You have a background in financial accounting and learn fast.

What you bring

  • Bachelor’s Degree or Master degree in Accounting/Auditing/Finance or related field.
  • At least 5 years working experience as senior accountant in similar position (experience of working in INGO is an advantage)
  • Consistent, accurate, and thorough with an eye for details
  • Have good computer skills in including Microsoft Office and accounting software
  • Have good fiscal knowledge
  • Ability to identify and clearly defining the problem or risks, evaluating different ideas or ways of solving the problem from the data gathered.
  • Willingness to participate in project field activities and ability to follow deadlines, accuracy and attention to detail, good organizational skills, and aptitude for numbers
  • Fluent spoken and written English.
  • Demonstrated ability in team working.
