Junior Project Officer for Agriculture Team (With focus on AgriTrade and GIC Project)

Within the agriculture team of GIZ’s green cluster (comprising all projects from priority area 2), projects with a focus on Vietnam as well as a number of regional initiatives on regional trade integration are bundled. The agriculture team is distributed over three locations in Vietnam: Hanoi, Ho Chi Minh City, and Can Tho. The team in Hanoi is in charge of partner coordination and the implementation of the Viet Nam based activities of BMZ financed regional and global projects:

  • The Viet Nam country package of the global program “Green Innovation Centres in the Agriculture and Food Sector” in Viet Nam (GIC), implemented under the special initiative "ONE WORLD No Hunger" (SEWoH), commissioned to support the transition to higher resource efficiency and value creation in the Mekong Delta farming systems to adopt climate-smart and sustainable innovations in the rice and mango value chains that increase incomes, employment, and the quality of produce while reducing their environmental footprint.
  • Promotion of Sustainable Agricultural Value Chains in ASEAN (AgriTrade): Compiling lessons learnt on the implementation of standards on quality and sustainability in the CLMV countries and improving private sector involvement in their development. Conducting awareness campaigns on the health and ecological benefits of sustainable agricultural products.
  • Strengthening the resilience of poor population groups to climate change in selected ASEAN states (Climate Resilient Agricultural Systems, CRAS) project aims at promoting resilience against climate change impacts in agricultural value chains.
  • The regional project “Innovative climate risk finance for the agricultural sector in the ASEAN region” has the main objective to support farmers to be more resilient, and less exposed to climate related risks as they are protected from accessible innovative climate risk finance products and services such as credits, loans and insurance

The ASEAN projects work both on the regional level with ASEC in Jakarta and on country level with a focus on Cambodia, Indonesia, Thailand, and Vietnam. The political partner in Vietnam is the Ministry of Agriculture and Rural Development (MARD). The GIC project cooperates with the Department of Cooperatives and Rural Development of MARD.

The project is looking for an EXTERNAL candidate to fill the following position:

Junior Project Officer for Agriculture Team
(With focus on AgriTrade and GIC Project)
Duty station: Ha Noi, Viet Nam
Duration: ASAP until 31.12.2023

Main responsibilities:

  • Support the Team Leader Agriculture (TLA) and Senior Project Officer (SPO) implementing all project activities at national, and local level in respect to ASEAN AgriTrade and GIC project.
  • Support the Team Leader Agriculture (TLA) and Senior Project Officer (SPO) in reporting the progress of the projects to the regional level and global level.
  • Coordinate with other projects and institutions to identify synergies, and to facilitate integration of best practices and practical experiences.
  • Assist the TLA and SPO in steering and coordinating contributions of national and international partners to the activities and objectives of the AgriTrade and GIC project
  • Coordinate, in close coordination with the TLA and SPO, the planning and progress reporting in the framework of the AgriTrade and GIC project
  • Working closely with the TLA and SPO in preparation and implementation of activities under workplan of the ASEAN AgriTrade and GIC project.
  • Compile relevant information, data and contents as required for M&E purposes
  • Collaborate with TLA and SPO to conduct monitoring and evaluation of the project against its outputs, objectives, and outcomes.
  • Facilitate the participation of national counterparts in regional activities
  • Support the SPO in its liaison role to MARD and respective departments ICD, DCRD, DoCP
  • Contribute to the implementation of regional activities, ensuring the achievement of outputs at regional level for ASEAN AgriTrade
  • Contribute to knowledge sharing and management within GIZ regional team.
  • Contribute to the PR work of projects at national level and regional PR plan: develop factsheet, brochures, prepare social media news and publish reports, etc.

Minimum requirements:

  • A university degree in agriculture, environmental studies, economics, social studies, or a comparable qualification
  • First work experience in the fields: project administrative support, communication and coordination tasks; and organizing meetings, workshops/events and other related fields in international development cooperation, reporting and conception of knowledge management engagement.
  • Excellent communication (written and spoken) in English and Vietnamese.
  • Strong reporting and facilitation skills and experience with the preparation, planning, budgeting, execution, monitoring of activities and events, including logistics and PR.
  • Ability to work individually as well as in a team; ability to work together with people from different sectors (e.g., private sector, ministries, international experts) and cultural backgrounds.
  • Work experiences with international organizations and/or ministries, local authorities are an asset
  • Willingness to travel on short trips within Vietnam
  • High-level proficiency of oral and written English and Vietnamese.
  • Strong critical, analytical thinking and structured working abilities. Strong work ethic. Solid computer skills.
