The USAID LinkSME project, funded by the United States Agency for International Development (USAID), supports the Government of Vietnam (GVN) in its efforts to develop, adopt, and implement policy and regulatory reforms to provide a more favorable environment
for small and medium enterprises (SMEs). It also works with business support organizations (BSOs) and the GVN to improve the performance of SMEs and integrate them into lead-firm supply chains.

The project is implemented by Improving Economies for Stronger Communities (IESC) (www.iesc.org), under a contract with USAID and an operating license issued by the People’s Aid Coordinating Committee. IESC is a leading U.S. nonprofit organization that fosters private sector development in the economically developing world. The USAID LinkSME project is looking for a Finance and Admin Assistant to support our day-to-day operations. The Finance and Admin Assistant will perform a variety of administrative and financial tasks, including coordinating meeting, taking notes, assisting in the procurement process, and maintaining a digital record of subcontract documentation. Under the direction of the Finance and Administration Team Lead, the F&A Assistant will work full time and be based in Hanoi office.

DUTIES AND RESPONSIBILITIES

Specific responsibilities include, but are not limited to:

  • Assisting the financial management team with procurement bidding process which includes prepare public advertisement for RFP, collect proposals, coordinate bid evaluation meeting with all relevant parties, taking notes, facilitate bidding correspondence, process vendor check and past performance check and document evaluation process.
  • Maintain and manage proper sub-contractor contracts, deliverables, and payment records. Preparing contract modification when required.
  • Handle and support the administrative tasks of the Finance and Admin team.
  • Perform any other task assigned by the supervisor to meet project objectives.

QUALITIFICATIONS

  • A bachelor's degree in finance, foreign trade, business administration, or equivalent field.
  • Experiences in an intercultural and multi-lingual context gained by way of internships, academic exchanges, volunteers or extra curriculum activities are preferred (a recommendation from the university/reference check may be required).
  • Computer skills and experience on formatting/editing documents (excel, word, power point, outlook) are essential.
  • Fluency in written and spoken both Vietnamese and English
  • Excellent attentive to detail
  • Good organizational and time-management skills.
  • High levels of integrity and ability to handle confidential information.
  • Strong team player with solid communication skills.
  • Ability to work independently, prioritize tasks and take initiatives.
  • Availability to start working and travelling in short advance notice is a plus.
