The International Climate Initiative (IKI) is an important part of the German government international climate finance commitment. Since 2022, the Federal Ministry for Economic Affairs and Climate Action (BMWK) has been the lead ministry for the IKI. The funding program cooperates with its founding ministry, the Federal Ministry for Environment Nature Conservation, Nuclear Safety and Consumer Protection (BMUV), as well as the Federal Foreign Office. Through the IKI, the ministries jointly support approaches in developing and emerging countries to implement and ambitiously develop the Nationally Determined Contributions (NDCs) anchored in the Paris Agreement.

The IKI has agreed to support the Department of Climate Change (DCC) under MONRE to strengthen its coordination function for Viet Nam’s climate policy in general and specifically for the National Steering Committee for the implementation of Viet Nam’s Commitments at COP26 as well as potentially in the context of the Just Energy Transition Partnership (JETP).

In the context of that support, we are looking for a local professional to fulfill the following position:

Facilitator “NDC implementation”
Duty station: Department of Climate Change, MONRE, Hanoi, Viet Nam
Duration: ASAP until November 2024 with possibility of extension (full time job)

Main responsibilities:

  • Support the Senior In-Country Facilitator in coordination with the DCC and the national NDC implementation process, including organization of key meetings and dialogues,
  • Assist the Senior In-Country Facilitator and advisors at the DCC in coordinating, developing, monitoring and reporting on the NDC implementation and specifically on activities related to NDC implementation in the sectors of energy, waste, agricultural or LULUCF.
  • Arrange and attend technical meeting related to sectors above,
  • Assist the Senior In-Country Facilitator in the process of collecting information on progress of NDC implementation and propose improvements for the process,
  • Together with the Senior In-Country Facilitator develop annual work plans for policy dialogue between Development Partners and the National Steering Committee for the implementation of Viet Nam’s Commitments at COP26,
  • Provide recommendations on administration, technical coordination and climate change issues during the process of NDC implementation, including liaison with the NDC Partnership.
  • Other works requested by supervisor, coordinator, and advisers.
  • Perform other duties including administrative in support of DCC.
  • The position will be based at MONRE office in Hanoi.

Minimum requirements:

  • University Degree ideally in a subject related to at least one of the following fields: climate change, environmental sciences, energy, natural resources management, environmental policy, political sciences or a related field. Master’s degree is an asset.
  • At least 3-5 years of professional working experience in project implementation and management.
  • At least 3 years of professional working experience in a comparable position,
  • Profound knowledge through working experience of climate change policy, legislation, institutional landscape, relevant implementation structures, responsibilities, and planning processes,
  • Experience in or working with the Vietnamese government system as well as experience in engaging with development partners,
  • Excellent written and oral communication skills in English and Vietnamese, with analytical capacities and ability to synthesise relevant findings,
  • Excellent command of MS Office and good working knowledge of modern telecommunication systems.
  • Excellent self-management and coordination skills,
  • Creativity, proactivity, and proper initiative towards results,
  • Excellent ability to share knowledge and experience, a good team player,
  • Demonstrated ability to work and produce - sometimes under high pressure - high quality outputs,
