Vietnam Action Against Plastic Pollution

Positions: MEL Specialist

Background:

The USAID funded "Vietnam Action Against Plastic Pollution" Activity (the Activity) is an innovative and ambitious program designed to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders' power, promoting the creation and implementation of data-driven policies, enhancing knowledge and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans. Three main objectives of the Activity are (i) supporting multi-stakeholder actions for Extended Producer Responsibility (EPR), (ii) supporting scalable, demonstrated Single Used- Plastics-Products (SUP) reduction measures and (iii) supporting the development and implementation of sub-national level Integrated Solid Waste Management Plans (ISWM). 

The Vietnam Action Against Plastic Pollution Activity is implemented by a consortium of Chemonics Int’l, Center for Marinelife Conservation and Community Development (MCD), Centre for Supporting Green Development (GreenHub) and E-Policy from 2022 to 2027.

Chemonics International seeks applications for the MEL Specialist who is responsible for assisting the CLA and MEL Director in development and implementation of the MEL activities for VAAPP.

Principal Duties and Responsibilities 

Under the supervision of the CLA/MEL Director and collaborate with other team members, the MEL Specialist will be responsible to provide support for the following tasks:

  • Identify required data for the Project’s performance indicators;
  • Develop data collection protocols for activity indicators and data collection tools;
  • Develop data analysis framework;
  • Collect data and evidences and draft reports on the findings;
  • Review, clean, and upload data into the database, ensure data quality, integrity, and security;
  • Conduct data analysis to contribute to MEL reports/updates;
  • Conduct internal data quality assessments;
  • Update the Activity MEL Plan and performance indicator reference sheets based on programmatic changes and inputs from DQAs activities;
  • Prepare for the annual workplan, progress reports, and to generate success stories;
  • Support the project learning process (e.g. pause and reflect sessions, learning conferences, etc.), and generate lessons learned;
  • Provide guidance and training to the sub-awardees on data collection and reporting;
  • Contribute to the Project’s evaluation activities; and
  • Other tasks assigned by the Chief of Party and CLA/MEL Director.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties. 

  • Bachelor’s degree in a relevant field. 
  • Minimum 6 years’experience of project/program M&E, being familiar with theory of change, M&E framework, indicator baseline, monitoring, evaluation, impact;
  • At least 2 years’ experience of data collection and analysis, including designing data collection templates/questionnaires, data analysis, and data management;  
  • Prior experience with USAID funded programs and USAID’s MEL requirements are highly preferred; 
  • Proficiency in Office software, advanced skills in Excel or any other data analytical platform;
  • Willing to travel to the Project’s sites;
  • Demonstrated ability to work productively within a team and to collaborate with Project’s stakeholders; 
  • Possess excellent organizational and multi-tasking skills; 
  • Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment; 
  • Computer skills including strong knowledge of Microsoft Excel, Word and Office applications; and
  • Fluency in Vietnamese and English.
