Service provider for logistic arrangement for mental health assessment

Under the framework of the project Technical Assistance Project on Capacity Building for Prevention and Reduction of Child Labor in Vietnam (ENHANCE), funded from the US Department of Labour, since 2015, the International Labour Organization (ILO) has been in cooperation with Ministry of Labour Invalid and Social Affair (MOLISA) to carrying out activities in three interconnected components: capacity building, awareness raising and direct intervention in three provinces and cities: Hanoi, Ho Chi Minh City and An Giang province.

In HCMC, the results of the recent survey showed that there are about 109 children and their family members from three selected districts of An Phu, Tan Binh, and Binh Tan facing difficulties regarding mental health and in need of project support to overcome with the psychological problem. To do this the ILO/ENHANCE project would select a team of qualified consultants specialized in psychology to carry out screening/assessment of the status of psychology and mental health of identified children and their parents/caregivers in three project districts including Tan Phu, Tan Binh, and Binh Tan. The assessments will be carried out in accordance with strict professional requirements to ensure provision of the effective results to be used in the later interventions stages.  In addition, due to a large number of children in need of mental health support located in three districts, the project needs to contract with a qualified local service provider which is able to provide logistic arrangement for the assessment.

This term of reference, therefore, is developed to articulate the scope of work and tasks for the selected service provider to undertake the logistic arrangement for mentioned above mental health screening which is expected to perform during March and April 2023. 

Please submit the proposal for detail breakdown estimate (in VND) for each specific task listed under the section III (attached TOR). All proposals must be submitted in English to the ENHANCE Project Provincial Coordinator through either email at [email protected] with copy to [email protected] or by post to ILO ENHANCE Office by 5:00 p.m. on 6 March 2023.  Proposals submitted after the deadline will not be accepted. Only short-listed service providers will be contacted for further discussion.
