CONTEXTUALISATION:
Project Information :Handicap International - Humanity & Inclusion (HI) in Vietnam is currently accepting applications for Deputy Chief of Party (COP), for a USAID-funded Inclusion IIb project. This 4-year cooperative agreement aims to improve the quality of life of persons with disabilities in Binh Dinh and Kon Tum provinces of Vietnam. The project aims to expand rehabilitation services for persons with severe disabilities in the target provinces by developing a rehabilitation plan and their realization; strengthening Multi-Disciplinary Team (MDT) rehabilitation services; building the capacity of rehabilitation service providers; provision of assistive technologies, etc. The project will also expand social services and implementation of disability policies through strengthening institutional and/or home care, including psychosocial support; improving care skills of primary caregivers and service providers; improving independent living skills as well as improved participation in community and social activities; removal of social and attitudinal barriers; improve the local system to strengthen implementation of disability policies; improve access to mainstream services; etc. The $12.5M project aims to subgrant 80% of the budget to local and international organizations in charge of implementing activities. HI's role is to support these sub-awardees and to ensure technical quality and outcomes of the project’s activities.
About the position :The DCoP will work closely with the CoP to provide technical and managerial oversight for the activity. In particular, the DCoP will lead coordination with sub-awardees and project’s partners (local authorities and others). S/he will also participate to the project Planning, Monitoring and Evaluation process (development of annual work plans, progress reports, MEL plans, pause and reflect sessions...) and supervise data collection and management procedures.

MISSION/RESPONSIBILITIES
Responsibility 1: Coordination with sub-awardees
The DCoP:
- Supports the identification and approval of sub-awardees
- Leads the development of sub-awardees' annual work plans and progress reports
- Supervises, with the MEAL staff, quality of data collected by sub-awardee (data collection system and quality)
- Ensures day-to-day coordination with and supervision of the sub-awardees to ensure the quality of activities and compliance with USAID’s and local rules and regulations
Responsibility 2: Coordination with local authorities and project partner (NACCET)
The DCoP:
- Supports project approval processes
- Ensures regular exchanges with local authorities both at national and provincial level
- Ensures that the activity complies with local regulations
- Leads on reporting requirements to local authorities and project partner
Responsibility 3: Planning, Monitoring, Evaluation and Learning
The DCoP:
- Supports the overall project’s annual workplans, MEL plans and progress reports
- Participates to the “pause and reflect sessions” as well as to the monthly updates with USAID’s AoR
- Supports the MEAL team to ensure proper consolidation and management of data from sub-awardees
- Supports project’s learnings
Responsibility 4: Coordination with other USAID Implementing partners and development actors
The DCoP support smooth collaboration and exchanges with other stakeholders involved in strengthening access to services for persons with disabilities (local actors/civil society organizations, USAID’s Implementing Partners, NGOs...)
Responsibility 5: Activity implementation
HI’s responsibilities in terms of implementation of activities relate to strengthening sub-awardees' capacities. In that regard, the DCoP will support planning and implementation of these activities (development of ToR and planning, coordination with partners and authorities, coordination with the project’s team and support services...)
Other responsibilities might be assigned to the DCoP, based on project’s needs and DCoP’s capacities.

Required for the function
Qualifications:
- Education requirement: Bachelor's degree in social science, management, international development, monitoring and evaluation, or a related field, or its international equivalent;
- Language requirement: native Vietnamese and proficient English
- Computer skill: Microsoft Office is preferred, with advanced Excel skills preferred.
- Experience: Minimum 5 years of relevant, progressively responsible management experience in the field of humanitarian aid and development project management, or MEAL related jobs
