CALL FOR CONSULTANCY SERVICES
TECHNICALSUPPORT TO THE NATIONAL TUBERCULOSIS PROGRAM
ON ANTI-TB DRUG MANAGEMENT
I. Background
The global LHSS project helps low- and middle-income countries transition to sustainable, self-funded health finance systems that support high-performing overall health systems. The LHSS activity in Vietnam will work with the Government of Vietnam (GVN) to advance greater local ownership of HIV and TB prevention and control. Led by Abt Associates, the four-year activity will support Vietnam in increasing its domestic financing for HIV and TB services in the context of declining donor funding, using government resources more efficiently, and assuming local ownership of HIV and TB prevention and control activities. Specific objectives are: (1) Support the GVN to strengthen its public financial management systems for public sector health and find greater efficiencies in social health insurance (SHI), (2) Increase and improve the efficiency of domestic financing of HIV prevention and treatment services; (3) Strengthen the capacity of Vietnam's supply chain management system; and (4) Transition of TB services into SHI.
Since December 2021, LHSS has provided technical support to the NTP to plan, implement, and monitor the transition activities. They included policy development to guide the SHI TB examination and treatment, reimbursement, drug supply, and usage management, integration of TB treatment facilities, and procurement of SHI ARV drugs for the period 2022- 2023. As an important result, on July 1, 2022, SHI TB drugs started to be provided to patients with SHI cards. Given the shortage of technical capacity at the NTP in managing the drug supply and centralized procurement, LHSS will continue to support the NTP in ensuring effective drug supply management and preparing for the 2024-2025 drug procurement. LHSS will mobilize a national consultant to work at the NTP on these two critical activities.
II. Main tasks and Deliverables
Tasks
SHI TB drug usage management, period 2022-2023
- Track the drug supply and usage progress on the e-LMIS and VITIMES.
- Aggregate the total drug delivery from suppliers to health facilities.
- Provide support to the NTP on the collection and compilation of information and data on the receipt, usage, and reallocation of TB drugs from SHI and non-SHI sources (state budget, donors) on a quarterly basis and ad hoc.
- Follow up with provinces to clarify data gaps and collect additional information on drug usage as needed.
SHI TB drug supply management, period 2024-2025
- Quantification and forecasting: track the quantification of SHI TB drugs by provinces, identify inconsistencies and errors, and verify quantification reports.
- Procurement: provide administrative and logistic support to the NTP throughout the procurement process.
Deliverables
- Monthly activity update on the task implementation and supporting documents.
- A final consultancy report at the completion of the consultancy service.
III. Skills/Knowledge Required
- Graduate degree in disciplines relevant to supply chain management.
- Knowledge of general commodities supply and procurement.
- Minimum two years of working experience in the supply and procurement of health and non-health products.
- Good communication skills
- Language requirement: Vietnamese. The ability to speak English would be an advantage.
IV. Management of the Assignment
All deliverables must be reviewed by the LHSS Supply chain specialist and approved by the technical director. The consultant can direct questions to the LHSS Technical director throughout the consultancy.
Contract duration: from April to September 2023 for a total of seventy(70) working days.The extension will be based on funding availability.
