The Vietnam Action Against Plastic Pollution (VAAPP) Project is a five-year USAID program implemented by Chemonics International in Vietnam. The goal of the VAAPP Project is to reduce ocean plastic pollution at its source in Vietnam through strategic approaches such as convening stakeholders’ power, promoting the creation and implementation of data-driven policies, enhancing knowledge, and sharing learning, promoting appropriately scaled technology and solutions, and providing technical expertise and building capacity of local governments to manage waste at its source and prevent plastic pollution in our oceans.

As part of project activities, the project requires the purchase of legal services. The purpose of this Request for Quotations (RFQ) is to solicit quotations from eligible offerors for as-needed, ad hoc purchases of legal guidance on project-related legal activities including representative office registration, taxation, labor relations, legal review of employment agreement templates, banking, record keeping, legal review of residential and commercial lease templates, legal review of Chemonics Project Office Policy Manual for all project activities in Vietnam, project closeout (including process and procedures and any related benefits as dictated by local labor laws), and any other legal needs that may arise during project implementation. As a result of this RFQ, Chemonics anticipates issuing a legal services agreement with hourly rates for ad hoc services to establish specific pricing levels and parameters for ordering these services.
