The Position

ICRAF Viet Nam country office is seeking for the dynamic motivated Monitoring and Evaluation Officer to support to the monitoring and evaluation of the projects "Learning Center for Zero Emission and Climate Resilience in Northern Viet Nam (LEARN-VN)" and "Agroecology for Resilient Landscapes for the Poor in Northern Uplands of Viet Nam (A4P)" funded by BftW.

This position is responsible for designing, coordinating, and implementation of the M&E system of the afore-mentioned projects. She/he will work to improve the qualitative and quantitative data collected by these projects. The post-holder also supports the country coordinator with M&E of country level impacts from CIFOR-ICRAF activities in Viet Nam

The M&E officer will report to the LEARN-VN project manager, and work closely with the manager of A4P project. She/he is required to perform and fulfill the following tasks and responsibilities:

MainResponsibilities

1. Project of Learning Center for Zero Emission and Climate Resilience in Northern Viet Nam (LEARN-VN) (2023-2025)

  • Develop and update project M&E framework and plan, including indicators, baseline, data collection protocol, and responsibilities of different project team members.
  • Design data collection tools and protocols for project M&E surveys (including but not limited to baseline and endline surveys) and lead the collection of the data in the field.
  • Undertake quality control of M&E data.
  • Design and update project M&E database(s) in accordance with project activities.
  • Undertake data analysis and prepare relevant M&E reports, such as the achievement of project indicators, for presentation or reporting of project progress.
  • Build project team and partner's M&E capacity as required.
  • Provide advice on improving project performance using M&E findings.
  • Perform other duties as assigned.

2. Project of Agroecology for resilient landscapes for the poor in Northern uplands of Viet Nam (A4P), funded by BftW (2021-2025)

  • Update project M&E framework and plan, including indicators, baseline, data collection protocol, and responsibilities of different project team members.
  • Design data collection tools and protocols for project M&E surveys and lead the collection of the data in the field.
  • Manage and analyse project M&E datasets, including baseline, endline, farmer profile data to monitor and evaluate project indicators following M&E plan.
  • Undertake quality control of M&E data.
  • Monitor training and training participant lists.
  • Design and operate internal data management system with partner.
  • Undertake data analysis and prepare relevant M&E reports, such as the achievement of project indicators, for presentation or reporting of project progress.

3. For program level M&E

  • Develop and update country program level impact monitoring framework, including indicators, data collection protocol.
  • Design data collection tools and protocols for assessment of impacts from country program activities and lead the collection of the data in the field.
  • Undertake quality control of M&E data.
  • Undertake data analysis based on M&E data from projects and program, and prepare relevant reports on impacts of CIFOR-ICRAF Viet Nam's work for presentation or reporting.
  • Build country team and partner's M&E capacity as required.

Qualifications and Skills Required

Minimum Academic and Professional Qualifications:

  • Master degree in project management, business administration, economics, data management, climate change, or related field.

Minimum Work Experience:

  • At least three years of relevant M&E experience, preferably in the area of climate change, economics, forestry, agriculture, sustainable natural resource management and/or rural development.
  • Experience in working with international agency, not-for-profit organizations, and development organizations.
  • Experience in project management, log-frame development
  • Experience in designing, implementing, and operating M&E systems, including designing and managing database systems.
  • Knowledge of theory of change, quantitative data analysis methodology and statistic software.
  • Experience in developing data collection tools.
  • Experience with data quality assessments.
  • Proven record of academic publications is an important asset.

Terms of offer

  • One-year contract with a competitive salary, to be renewed upon performance and budget availability.
  • The contract is subject to 3 (three) monthsprobation period, assessment of performance.
  • Start working as soon as possible. Immediate availability to join CIFOR-ICRAF team is a merit.
