RECOFTC operates in the Asia-Pacific region, with country program offices in Cambodia, Indonesia, Lao PDR, Myanmar, Nepal, Thailand and Viet Nam.
We invite candidates to apply for the position of Program Coordinator at RECOFTC Viet Nam. The successful applicant will be based in Hanoi, Viet Nam. The contract is for a 12-month duration, with the potential for extension based on funding availability and satisfactory performance. The position is for Viet Nam nationals only.
Tasks and duties?
The Program Coordinator is a member of the RECOFTC Viet Nam and works under the direct supervision of the Vietnam Country Director. The Program Coordinator’s role is to support the development of projects and programs in Viet Nam, provide technical inputs for projects being implemented under Viet Nam Office, and develop and implement communication and knowledge management strategies for Viet Nam.
From February to September 2024, the Program Coordinator will provide technical expertise to implement the Gender Equality and Social Inclusion (GESI) integration into the Community-based Fire Management (CBFiM) project in Vietnam. The CBFiM project helps communities and governments in the Asia-Pacific region reduce the frequency and intensity of forest fires and build resilience to climate change by building capacity, promoting appropriate technologies and facilitating knowledge-sharing between stakeholders.It is being implemented in Cambodia, Lao PDR, Thailand and Viet Nam and is made possible through a five-year cooperative agreement with the USDA Forest Service International Programs. The project receives financial support from the United States Indo-Pacific Command (USINDOPACOM) of the Department of Defense, along with funding from USAID and the USDA Forest Service International Programs.
In executing the role, the Program Coordinator works closely with the Knowledge Management, IT and Strategic Communication (KMITSC) unit and the Community-based Fire Management (CBFiM) project team at the main office in Bangkok.
Specific tasks and duties include:
Technical Inputs (45%)
- Responsible for mainstreaming GESI in the CBFiM project in Viet Nam. Work with the CBFiM Vietnam project coordinator, the CBFiM Regional Project Manager and Senior Program Officer, GESI from main office in co-designing and implementing gender mainstreaming activities in the country, specifically:
- Conducting GESI analysis and determining GESI baseline
- Developing training materials/ guidelines on integrating GESI in forest fire management plans at community, provincial, and national level
- Conducting trainings and workshop on GESI issues for CBFiM in Vietnam
- Coaching local resource persons throughout the project implementation
- Provide technical expertise in forestry and fire management related activities. Specific task include:
- Supporting the co-designing and implementation of training of trainers (ToT) and technology gap analysis for CBFiM in Viet Nam
- Developing a technology gap analysis for CBFiM and identify appropriate technologies
- Working with consultants to develop a mobile app for communities to monitor and report forest fire risks and supporting the training on using the app
- Supporting field resource persons as a part of the ToT and gender mainstreaming initiatives during trainings and workshops on fire management
- Providing technical review for technical and policy reports at the national and regional level
- Facilitating national level workshop in Viet Nam for dialogue across stakeholders of CBFiM
Communication and documentation (40%)
- In collaboration with the KMITSC unit at RECOFTC’s main office, develop and implement a communication strategy and plan for RECOFTC Viet Nam
- Work in collaboration with other staff of RECOFTC Viet Nam to document project activities, results, impacts and lessons learned for knowledge management
- Develop communication documents (e.g., stories, policy briefs, social media posts, papers, books, guidelines etc.) for dissemination, education and outreach on RECOFTC’s website and social media channels
- Work with communication officers of donors and development partners to ensure donors’ visibility guidelines and procedures are met
- Participate in and contribute to RECOFTC Viet Nam’s quarterly annual planning and budgeting process
- Translate and edit documents from Vietnam to English and English to Vietnam
Project and program development and implementation (15%)
- Work directly with the team and in collaboration with staff at the main office to develop projects and programs
- Support the Country Director in fundraising and the implementation of program activities
- Perform other tasks as assigned by the Country Director
Qualifications and experience
The Program Coordinator will have the following essential qualifications and experience.
Essential
- Master’s degree in environment, forestry, natural resource management or related field
- Minimum 5-8 years of relevant experience
- Strong technical capacity in community forestry and experience in forest fire management in Vietnam
- Experience in developing project proposals
- Experience in developing high-quality content and publications
- Experience in monitoring projects, data and information collection and writing reports
- Experience in developing and implementing communication plans, managing websites and social media
- Fluent in written and spoken English
- Committed to achieving gender equality
- Strong team building, leadership and networking skills?
- Willingness and ability to travel to the field as needed?
