Overview
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations.
FHI 360 Vietnam leads the USAID Support to End TB (USAID SET) project funded by the United States Agency for International Development (USAID). The project’s primary goal is to support the Government of Vietnam to successfully detect, treat and prevent TB and to ensure patients receive high quality care without suffering catastrophic costs. The project prioritizes innovation and impact by strengthening three pillars of TB response: service delivery platforms, accessibility, and local ownership.
FHI 360 Vietnam is recruiting qualified and highly motivated Vietnamese candidates to fill in the position of (Senior) Technical Officer, Tuberculosis (TB) for the USAID SET project. This position is seconded to Can Tho Lung Hospital, supporting the Regional Tuberculosis Program and the USAID SET project. The working location is at Can Tho Lung Hospital in Can Tho province. The initial period of performance will be one year with the possibility to extend based on funding availability.
Position Description
The (Senior) Technical Officer, Tuberculosis (TB S/TO) will be seconded to Can Tho Lung Hospital, supporting the Regional Tuberculosis Program and the USAID SET project. He/she will provide technical expertise and support to Can Tho TB and Lung hospital to strengthening the diagnostic and treatment network in Mekong River Delta provinces. Additionally, working under the guidance of the USAID Support to End TB project, he/she will also collaborate with priority provinces in the Mekong Delta region to facilitate the implementation of activities under the USAID Support to End TB project. These activities aim to enhance TB service delivery, expand access to comprehensive detection, treatment, and prevention services for both drug-susceptible (DS) and drug-resistant (DR) TB, and foster local ownership of the TB response in priority provinces. This position reports to the USAID SET TB Technical Manager and Can Tho TB and Lung hospital Director.
Key Responsibilities
Provide technical assistance to improve TB diagnosis and treatment in Mekong Delta Areas
- Provide technical support to the regional TB program in implementing the National Strategic Plan, and Global Fund Grant activities, with a focus on strengthening the quality of diagnosis, notification, treatment, and reporting at the regional TB network level.
- Support regional TB leaders in coordinating supervision, monitoring, and evaluation activities in Mekong Delta provinces.
- Strengthen the capacity of provincial and district TB health staff in DS/DR TB detection and management services.
- Support further expansion and coordination of new TB diagnostic techniques, including GeneXpert MTB/RIF, digital chest X-ray, as well as facilitating data sharing.
- Assist the NTP in the scale-up of the MDR-TB program in Mekong Delta Provinces, including support and coordinate MDR-TB training, supervision, and monitoring visits to the region’s TB network, scale-up and monitoring implementation of new and shorter MDR-TB regimens.
- Identify challenges related to TB activities in the region and coordinate appropriate Technical assistance from local and international partners.
- Prepare and submit report as required by regional TB leaders.
- Participate in regular meetings as required by regional TB leaders.
- Travel as required by regional TB leaders.
Provide technical assistance to priority SET provinces in Mekong Delta Areas
- Provide technical support to monitor TB and LTBI case finding in community and health facility, ensuring quality treatment, and prevention at provincial and district levels
- Provide technical support and capacity building programs at the site level in USAID Support to End TB project supported sites.
- Ensure the quality of services in these settings by assisting in the implementation of guidelines, new algorithms, standard operating procedures and applying quality improvement to continuously improve performance.
- Facilitates the coordination and timely delivery of demand-driven and needs-based technical assistance for TB case findings/treatment enrollment and retention in selected geographies.
- Support the timely and accurate use of data to improve case finding targets in selected priority provinces as per the requirements of project.
- Prepare monthly, quarterly and annually Report as required by the USAID Support to End TB project
- Participate in regular meeting with the USAID Support to End TB project.
- Travel as required by the USAID Support to End TB project
- Performs other relevant duties as requested.
Requirements
- University degree in the medical or public health fields or equivalent years of experience
- Minimum 5 years of relevant experience working for funded projects in public health field, preferably experience in providing TB services or technical assistance in Vietnam.
- Experience with U.S. government contractual requirements and experience working in an international NGO environment desirable.
- Strong organizational skills and ability to prioritize tasks effectively.
- Well-developed written and oral communication skills in both Vietnamese and English
- Computer literate with strong skills in use of MS office package (Word, Excel, and PowerPoint...)
- Willingness and ability to travel as necessary for the position.
