About our organization
The World Agroforestry Centre (also known as the International Centre for Research in Agroforestry or ICRAF) is an independent research institution which generates science-based knowledge about the complex role which trees play in agricultural landscapes and rural livelihoods. As part of the Centre’s work to bring tree-based solutions to bear on poverty and environmental problems, researchers – working in close collaboration with partners – are developing new technologies, tools and policy recommendations for increased food security and ecosystem health.
The Centre’s headquarters are located in Nairobi, Kenya, and research is conducted in 34 countries in Africa, Asia and Latin America. We are supported by the Consultative Group on International Agricultural Research (CGIAR) and receive funding from over 50 different donors.

The Projects
The project "Learning Center for Zero Emission and Climate Resilience in Northern Viet Nam (LEARN-VN)" is funded by the Bread for the World and implemented by the ICRAF, and Thai Nguyen University of Agriculture and Forestry (TUAF) in the period of January 2023 upto December 2025. This project aims to build up a multi-purpose building named Climate Learning Center (CLC) in the campus of Thai Nguyen University of Agriculture and Forestry (TUAF) in Thai Nguyen city, Thai Nguyen province.
The LEARN-VN project seeks a Technical and Financial Proposal from the qualified Firm or Joint Venture (JV) Consultant Body for technically designing, based on an architectural master plan provided by another architectural firm and in close cooperation with this company, the multi-purpose building - ‘Climate Learning Center“ situated at Climate Park at Thai Nguyen University of Agriculture and Forestry in Thai Nguyen Province, Viet Nam. The designs are to be made under Environment-&-Climate-responsive Architectural & Engineering Design Principles. The details for this request for the proposal are as below.

3. Name of assignment: Design of Climate Learning Center Building.
4. Main objectives of assignment:
- To undertake a collaborative and participatory design approach involving the Client and associated Stakeholders (Donor Agencies and their architectural consultants, University Authority & Bodies, Advisors, other Consultants, etc.) for the deeper understandings of the project vision, requirements, and expectations.
- To provide the Client a ‘Comprehensive Consultancy Service’ of the Building Systems by preparing detailed Architectural, Structural, Mechanical, Electrical, Plumbing, and Sanitation Design Documents and Drawings for the subsequent Construction Process; with the incorporation of energy-efficient and environment-friendly design features in the buildings.
- To conduct Structural Analysis and Design Optimization Calculations and Drawings.
- To prepare the detailed and segregated Technical Specifications for Materials & Items, Bill of Quantities (BoQ), and Cost Estimates for various Building Systems/Services (Architectural, Structural, Mechanical, Electrical, Plumbing, and Sanitation).
- To explore and apply ways for achieving energy efficiency in the building systems/services (Architectural, Structural, Mechanical, Electrical, Plumbing, and Sanitation) and use of renewable energy systems resulting in reduced CO2 emission from the buildings.
- To design buildings under the Principles of Green Building, Inclusiveness and Universal Accessibility.
- To assist and cooperate with the Client for obtaining necessary Design Approval and Building/Construction Permit/Clearances from the Local Building/Planning Authority(s)/Local Government Institution(s)/Board(s) and/or of any other legal forms of Institution(s)/Board(s) (e.g. University Authority, Utility Service Providing Authorities, Donor Agencies, Green Building Certification Bodies, etc.).
- To provide the Client with all the necessary ‘Construction-ready’ Drawings and Documents required for conducting a continuous and efficient construction process.
5. Estimated cost of assignment: VND 1,150,000,000.
6. Contract type: Lump-Sum contract.
7. Selection Method: Quality and Cost Based Selection procedures in accordance with the CIFOR-ICRAF’s “Procurement Guidelines” of January 2024.
