I. Introduction

DGRV's project in Asia, supported by the German Federal Ministry for Economic Cooperation and Development (BMZ), aims to achieve economic inclusion for all people through a sustainable cooperative system. To achieve this goal, the project focuses on three main pillars:

  • Strong cooperatives in countries will be a solid foundation to ensure economic development.
  • Safe and sustainable development mechanism is enhanced in the cooperative system.
  • Knowledge of cooperatives, along with the corresponding training and education system, are consolidated and enhanced.

In Vietnam, DGRV supports the development and transformation of the cooperative sector by sharing expertise on cooperatives and providing technical assistance through short and long-term consultations at levels of macro (Ministries and Departments), meso (Vietnam and provincial cooperative alliances), and micro (cooperatives).

In 2024, DGRV will coordinate with the An Giang Provincial Cooperative Alliance to conduct a baseline assessment of the capacity to reduce resources and the ability to promote a circular economy for rice cooperatives in the Mekong Delta (An Giang, Bac Lieu, Hau Giang, Tra Vinh). This activity is expected to provide the status quo of resource use in cooperatives and members' rice production. Provide a basis for promoting the goals of resource-saving production and emission reduction. In addition, it assesses the ability to implement a circular economy model from rice by-products. The input assessment results will be the basis for cooperatives to develop a roadmap and implementation plan. Stakeholders will also have the fundamental data to design appropriate support, consulting and training activities to enhance the ability to adapt to climate change and apply a circular economy to the cooperative sector to improve resilience to climate change and promote digital transformation in cooperatives.

To that end, DGRV seeks a consulting service that meets the requirements below.

II. Key requirements

1.   Scope

The consulting task includes carrying out input assessment, in-depth consultation on related content with 01 cooperative in An Giang province, can expand the scope of assessment to the provinces: Bac Lieu, Hau Giang, Tra Vinh (these survey points will be fixed during the implementation process) then make recommendations on resource-saving production and apply the circular economy model to rice production cooperatives in the region.  The selection of survey subjects will be coordinated with the Provincial Cooperative Alliance staff and the project staff of DGRV.

2.   Study subjects

  • Cooperative in selected localities.
  • Other stakeholders supporting cooperatives in conservating resource production and applying curricular economic models.

3.   Baseline objectives

  • Review and evaluate the current status of resource use in rice production (details on the level of resource use).
  • Identify emission sources and assess the proportion of emission sources in rice production of cooperatives.
  • Evaluate the possibility of applying the circular economic model from rice production by-products.
  • Make recommendations in line with the goal of resource-saving production according to the roadmap.
  • Make recommendations on emission reduction production, hence adapted to climate change
  • Make recommendations on applying the circular economic model from rice production by-products.  

4.   Suggested survey method

  • Semi-structure interview
  • Focus Group Discussions
  • Depth interview
  • Other suitable methods

III.     Required deliveries

1.   Baseline report:

  • The survey report should ensure the objectives set out in Part II.
  • Summary of the report in English (3-5 pages).

2.   Completed questionnaires (including audio tape if available).

3.   Survey data (raw data, data after cleaning, data after analysis).

IV.    Timeline

The assignment is expected to start in July 2024.

Deadline to send reports to DGRV: 31/12/2024.

V.      Requirements for the consulting service

The consulting service is expected to meet the following requirements:

  • Knowledge and experience in research, survey and evaluation activities
  • Understanding of the cooperative sector
  • Understanding of conservating resource production
  • Understanding of the circular economic model
  • Good skills in using data analysis software
  • Good English communication and writing skills

VI.    Proposal submission

Deadline for submission of proposals: No later than 23:59 on 01st July 2024.

Proposal (in Vietnamese and English) is required to include the following documents:

  • Competency profile of the consultant and related experience;
  • Technical methods to achieve assigned goals and deliver expected results promptly;
  • Implementation plan;
  • Financial proposal.
