PROJECT COORDINATOR

Background

The USAID-funded Higher Education Development Support (HEDS) Activity supports Vietnam’s Ministry of Education and Training (MOET) in modernizing and internationalizing the higher education sector, expanding access to quality higher education, and developing the necessary human resources, particularly in science and technology. The Project Coordinator position will assist MOET in managing and monitoring the project, facilitating project implementation, and fostering collaboration between MOET and the HEDS team. This position reports to the Component 1 Lead for Policy and Regulatory Environment.

Principal Duties and Responsibilities

  • Support MOET in implementing its duties and responsibilities in project management and monitoring.
  • Assist MOET in preparing documents and correspondence related to the project.
  • Facilitate ongoing communications and acting as a liaison between the MOET Task Force and the HEDS team.
  • Ensure HEDS team understands and complies with the MOET procedures for project implementation.
  • Facilitate the implementation of the project annual work plan to ensure the implementation process is efficient and effective.
  • Provide note-taking and prepare minutes of meetings between MOET and HEDS team;
  • Support the Component 1 and Component 2 Leads with organizing and managing meetings, workshops, training courses; roundtables; and other project activities.

Qualifications and Experience

  • Bachelor’s degree in educational management, social science, law, or another relevant fields.
  • Master’s degree and Certificate in Office and Administrative Skills preferred.
  • A minimum of 5 years of progressive working experience in a Vietnamese agency, preferable in a unit/entity within the Ministry of Education and Training.
  • Proven ability of adaptation, flexibility and creativity.
  • Demonstrated familiarity with Vietnam’s higher education policy environment.
  • Experience managing complex administrative procedures in a Vietnamese government Ministry or similar environment, preferable in an ODA project management board in higher education
  • Demonstrated leadership, versatility, and integrity.
  • Excellent written and oral communication and presentation skills in English and Vietnamese required.
  • Vietnamese citizen residing in Vietnam

Duty Station

  • Ministry of Education and Training (60-80%) and HEDS Office (Hoan Kiem, Hanoi) (20-40%).
