BACKGROUND :

IRD VN is a locally registered social enterprise in Viet Nam. IRD VN is a young, dynamic and growing organization. Though we started in 2016, we now have over 30 office-based staff working across five cities in Viet Nam. IRD VN works in close collaboration with the Vietnam Administration for HIV/AIDS Control, the National TB Control Program, Provincial CDCs and TB Programs, and other in-country partners to implement projects funded by USAID, the Stop TB Partnership’s TB REACH initiative, the Centers for Disease Control and Prevention (US CDC), UNITAID and Otsuka.

In collaboration with US CDC, IRD VN is helping promote progress towards sustained HIV epidemic control by bridging current gaps in private sector engagement, linking Viet Nam’s HIV and public health system, and infusing a Clinical Business Intelligence (CBI) approach with HIV program stakeholders. The project objectives have been designed in alignment with key requirements for HIV program services as well as cross-program areas (CPA) including Strategic Information (SI) and TB/HIV in seven focus provinces (Ha Noi, Hai Phong, Thai Nguyen, Ho Chi Minh, Binh Duong, Long An) of Viet Nam. We will catalyze the expansion of client access and uptake to high-quality HIV services in private and community care settings through a Private Provider & Community Support Agency model.

We are looking for a qualified, independent, experienced and functional HIV Program Officer to assist with the execution of duties.

MAIN DUTIES AND RESPONSIBILITIES :

This position will be responsible for the following activities:

 

1.     Coordination and Implementation

  • Coordinate with the project partners to ensure project activities are implemented as planned.
  • Organize and facilitate workshops and events related to the HSS initiatives regarding HIV/AIDS control.
  • Oversee the implementation of the fellowship program for public health providers in the field of HIV/AIDS.

2.     Technical Support

  • Provide technical support for the implementation of HSS initiatives at the local level.
  • Develop and implement programs for public health providers in the field of HIV/AIDS.
  • Mentor and support interns to effectively collaborate with stakeholders and complete project activities.

3.     Monitoring and Reporting

  • Monitor the progress of project activities and ensure they are on track according to the timeline.
  • Prepare and submit progress reports on project activities to the Project Management and funding agency.
  • Collect and analyze data to assess the impact of project interventions.

4.     Stakeholder Engagement

  • Build and maintain strong relationships with public health providers and stakeholders working in the field of HIV/AIDS.
  • Collaborate with public health providers at local levels to identify local needs and develop tailored interventions.
  • Represent the HSS initiatives at relevant meetings, conferences, and forums.

5.     Others

  • Other activities requested by IRD VN management.

REQUIRED EXPERIENCE/SKILLS :

  • Bachelor’s degree in Public Health, Social Sciences, or a related field. Advanced degree preferred.
  • Minimum of 5 years of experience working in the field of HIV/AIDS or related public health projects.
  • Proven track record of working with the populations who are at HIV risks in Vietnam, such as men who have sex with men and transgender women.
  • Experience in coordinating and implementing projects.
  • Strong organizational and project management skills.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Proficiency in data collection, analysis, and reporting.
  • Fluency in Vietnamese and English (both written and spoken).
  • Candidates from the the populations who are at HIV risks in Vietnam.
  • Candidates with established relationships with the populations who are at HIV risks in Vietnam and experience in the field of HIV/AIDS.
