Project Manager for the Combatting Trafficking in Persons

FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a five-year, global project focused on HIV, global health security, and combatting trafficking in persons using funding from the President’s Emergency Plan for AIDS Relief and the United States Agency for International Development. EpiC is seeking a qualified and motivated Vietnamese candidate to serve in the role of Project Manager for the Combatting Trafficking in Persons portfolio based in Hanoi and focused on the following tasks:

Main responsibilities:

Project Management:

  • Develop and deliver CTIP project plans, documentation, training, presentations and budget proposals to management and staff.
  • Identify and resolve project issues and implement improvement plans to ensure project stays on schedule and within budget.
  • Develop best practices and tools for project execution and management.
  • Maintain strong relationships within the Ministry of Labor, Invalids, and Social Affairs, and expand partnerships with government entities, the private sector, affinity groups, etc.
  • Supervise senior technical officer to achieve project goals.

Technical Leadership

  • Provide expert technical advice on human trafficking to the Project Director, project staff, and project partners.
  • Develop and implement work plan for CTIP focused on the protection of survivors of trafficking.
  • Supervise the development of curricula, training kits and communication packages.
  • Contribute to policy discussions on combatting trafficking.
  • Evaluate and address gaps in the service provision systems.
  • Build the capacity of front-line service providers to meet the needs of individuals who are or have been survivors of trafficking.
  • Improve intersectoral coordination between ministries and departments working on trafficking.
  • Create and improve tools to successfully screen, identify, and support potential survivors.

Knowledge Management and Advancement:

  • Represent EpiC at local, national and international events.
  • Develop manuscripts, presentations, and other knowledge products promoting successes, lessons learned and knowledge gained related to CTIP.
  • Lead reporting and response to ad hoc requests related to EpiC’s CTIP efforts.
  • Perform other relevant duties as requested.

Experience and abilities for the position:

  • Bachelor’s degree in social work, education, health, behavioral sciences, administration or related field.
  • 8 years or more of project management experience related to interventions related to CTIP, social work, capacity building or related field.
  • Experience implementing projects with USAID or other international donors preferred.
  • Experience monitoring programs preferred.
  • Existing professional relationships with MOLISA desired.
  • Ability to articulate complex technical topics to various audiences.
  • Must be able to read, write, and speak fluent English.
  • Project management certification preferred.
  • Ability to travel as necessary.
