Employee duration
|
- Probation period of 2 months.
- Fixed-term contract (up to 02 years) with possibility of renewal, contingent upon a satisfactory performance assessment during the two-month probation or the initial contract period.

Hours of Work
|
Five days a week, 8AM – 12PM & 1 PM – 5PM (Depending on office business needs, there may be exchanged working hours that comply with labour laws and weekend attendance requirements.)

About the organization
|
Taiwan Fund for Children and Families (TFCF), established in 1950, is an International NGO aiming at vulnerable children and their families. Through a variety of programs, from sponsorship to child protection, from early intervention to advocacy, TFCF has not only served a number of children but also initiated the social welfare system in Taiwan. Being one of the biggest NGOs in Taiwan, TFCF sponsors 113,000 children in the whole world with over 200,000 Taiwanese sponsors.
In order to assist needy children and families in Vietnam, TFCF Vietnam was registered in 2014. Currently, TFCF Vietnam directly serves 2,400 children, focusing on educational, nutritional, and healthcare programs. In addition to Vietnam, TFCF operates 6 international branch offices in Mongolia, Kyrgyzstan, Swaziland, Cambodia, Jordan and the Philippines.

Duties and Responsibilities
|
In general, the Project Officer at TFCF Vietnam is responsible for managing multiple projects across areas such as education, nutrition, health, child/youth right and protection, and social networking, aiming to achieve the project’s goal, objectives and targets. We are looking for a project officer who can support the design of project proposals, collaborate with local authorities, provide technical, project and financial management while managing a network of experts and partners. Key duties and responsibilities are outlined below:
- Projects assessment, management, and coordination: Responsible for overall management of the TFCF Vietnam annual programs, ensuring their feasibility and effective operation. Coordinate a team comprising of TFCF officers, external partners, interns/fellows, governmental agencies to ensure the quality of program delivery. Additionally, coordinate with other program related and organizational activities;
- Planning and budgeting: Periodically revise and update the program plan and budget in alignment with the community development plan and its effectiveness.
- Program implementation: Lead and coordinate the implementation of project activities, including administrative tasks, in a cost-effective and feasible manner. Ensure that all activities align with organization and program objectives.
- Monitoring, evaluating, and reporting: Coordinate the regular monitoring and evaluation of program plans and budgets.
- Finance management: Ensure that project budgets and expenditures are well-controlled. Additionally, comply with TFCF internal procedure and donors’ requirements.
- Other tasks: implement other relevant tasks, activities, program, project as assigned by TFCF management.

Basic qualification and essentials and desirable selections criteria
|
Essential selection criteria
- Bachelor’s degree or higher in relevant subject such as social work, international relations, public health, business management, public policies, social sciences, …etc.
- Understanding of the overall social welfare situation as well as child rights, community development, public administration in Vietnam’s urban, suburban and remote regions.
- Ability to work successfully in a multicultural and demanding working environment within Vietnam political system, coordinating across programs and sectors (local government/partner/stakeholders).
- Program and Project designing, planning, monitoring, controlling and operation, and co-ordination skills.
- Ability to work under pressure, perform multi-task, well manage of paperwork and adhere to timelines.
- Effective communication skill in English with colleagues and management levels.
- Strong reporting skills, including report writing and verbal communication, to effectively present information to management in English.
- Demonstrates cognitive flexibility to work in international organizations, navigate diverse global perspectives, and effectively solve problems and adapt appropriately.
Desirable selections criteria
- Strong understanding of the history and operations of TFCF and TFCF Vietnam, along with a keen sensitivity and foresight regarding international developments in Asia.
- A minimum of 2-3 years of work experience in social welfare and community development. Experience in managing sponsorship programs within international organizations is highly advantageous.
- Experience in collaborating with and working alongside city, provincial, or district authorities or government entities is highly preferred.
