The project “Study on policy recommendations to support for development of small and medium enterprises in agricultural sector and rural areas – phase II + III ” (SMEs project) is sponsored by Spanish International Cooperation Agency (AECID) for the duration from 2009-2011 with the purpose of providing policy recommendations to facilitate the growth of agricultural and rural SMEs in Vietnam so as to generate more employment for rural labor, increase rural incomes and promote the competitive power of enterprises.
The Institute of Policy and Strategy for Agriculture and Rural development (IPSARD) is assigned as an implementation agency for the SMEs project with the Project Management Unit (PMU) based in the Institute. In order to deploy the activities of phase II + III, PMU is looking for experienced and qualified Vietnamese candidates for the following positions:
1. 01 TEMPORARY ACCOUNTANT
- Carry out periodical accounting and financial planning, disbursement, daily transactions with the Bank offices, etc.;
- Implement, monitor and control flows, transactions, project assets, procurement, etc.;
- Keep accounting and financial records as required by the Vietnam government and sponsor’s rules;
- Prepare accounting and financial reports and provide support in auditing works;
- Work with relevant stakeholders in the programme to ensure smooth accounting and financial activities.
Requirements:
- University degree in accounting/ finance/ economics/ business administration or related fields;
- Good at English language skills;;
- At least 2 years working experience in similar positions in ODA projects;
- Good knowledge of Vietnamese Accounting Standards and financial management rules, knowledge in research funding is an advantage;
- Competence in using Windows application software, knowledge in accounting and financial software is an advantage.
2. 01 PROJECT ASSISTANT CUM INTERPRETER
- Assist the PMU and the international advisor in preparing plans and logistics, organising workshops, trainings, trips, etc;
- Carry out core administrative duties such as drafting correspondence, taking notes at meeting as a basis for minutes, filing of documents, general mailing and correspondence;
- Liaise with partners, local authorities, ministries and related agencies
- Arrange appointments and meetings;
- Interpret bilingual communication at meetings, workshops, training courses, field trips and others as assigned by Project Management Unit (PMU);
- Translate documents and reports assigned by PMU ;
- Assist other activities of the project as required.
Requirements:
- University degree (good ranking or above) in English and management;
- At least 2 year working experience in similar positions, experience with ODA projects, working and/or studying in English speaking country are preferable;
- Good skills in MS Office software is essential;
- Knowledge and experience in the field of enterprise, agriculture and rural policy formulation and development is an advantage
- Good team work and communication skills.
