NOTICE OF CALL FOR EXPRESSIONS OF INTEREST VIE/033 14 007
Title: Short-term consultancy to identify good practices in community-based climate adapted local development in Vietnam
Maximum budget: VND 105 Million – performance period of two and a half months
The CLIMATE ADAPTED LOCAL DEVELOPMENT AND INNOVATION PROJECT – VIE/033 launches a Call for expressions of interest for the acquisition of services for Short-term consultancy to identify good practices in community-based climate adapted local development in Vietnam on behalf of Project VIE/033 receiving financial support from the Governments of the Viet Nam and the Grand Duchy of Luxembourg.
Service providers that are invited to express their interest to offer the services mentioned above are individuals and organisations. Indicatively, service providers will have to demonstrate their technical capacity and experience as per the following requirements:
- Minimum master’s degree in rural development or another relevant social science subject, environmental studies etc… with possible specialisation in climate change, disaster risk management, or a related field;
- Experience and expertise in the area of Community Based Climate Change Adaptation in Vietnam, ideally in coastal and lagoon areas, with international and local NGOs, Government or international donor agencies;
- Excellent and updated knowledge of available documentation on modern techniques, models and interventions targeted at improving and/or protecting the livelihoods of people in climate change affected areas;
- Strong analytical and research skills, specifically in conducting field assessments, value chain analysis and similar survey techniques;
- Good communication, networking, interpersonal and facilitation skills;
- Demonstrated experience in writing research reports in a concise and focused manner, in both English and Vietnamese. Relevant publications will be considered added value;
- Fluency in spoken and written English.
The start of the contract is foreseen for 15 August 2014 and for a duration of two and a half months. Service providers must be available for the entire period foreseen and willing to work in Hue City, Thua Thien Hue province. The maximum budget available for this contract is VND 105 million (all taxes included). Detailed TOR [1] are attached separately.
Interested service providers are invited to submit sufficient documentation in response to the selection criteria. The shortlist of candidates to be invited to submit a complete proposal will consist of the three (3) candidates with highest qualification and rank against the selection criteria.
