1. Background

SNV’s Inclusive Business Accelerator Program (IBA) is the first one-stop shop in Vietnam for various services needed by businesses which include low-income groups in their operation. We use innovative acceleration models to make the businesses investor-ready. Our scope of services including Market Intelligence & Opportunity Identification, Business Design & Readiness, Investor – Investee Match making, Impact Measurements & Scalability.
UTZ Certified stands for sustainable farming and better opportunities for farmers. The UTZ program enables farmers to learn better farming methods, improve working conditions and take better care of their children and the environment. UTZ requirements include Good Agricultural Practices and farming management, safe and healthy working conditions, abolition of child labor and protection of the environment. This contributes to farmers growing better crops and generating a better income, which increases their social and economic resilience while safeguarding the earth’s natural resources for the future.
IBA now needs an UTZ Certified Certification Body to evaluate the internal control system complying with UTZ Certified standard system of an enterprise specialized in manufacturing, processing and merchandizing cocoa and their farmers in Ben Tre province and to issue UTZ Certified Certification for the enterprise and their farmers.
2. Objectives and description of work:
The UTZ Certified Certification Body is expected to:
- Conduct a comprehensive certification auditing to the internal control system of the whole enterprise and their farmers in Ben Tre province to verify the system implementation.
- Evaluate the internal control system of the whole enterprise and their farmers in Ben Tre province and point out non-conformities of the process.
- Issue UTZ Certified Certification for the enterprise if the internal control system meets the UTZ standard system.
3. Deliverables:
- Contract for certification assessment and implementation plan
- Profile certification assessment
- Certification of UTZ Certified (if the internal control system meets the UTZ standard system)
4. Qualification of Certification Body:
- Hold a valid ISO 17065:2012 accreditation issued by an Accreditation Body (AB),that is:
- Member of the International Accreditation Forum (IAF) or
- Full member of ISEAL Alliance
- The scope of the Accreditation must cover/ be related to:
- For Code of Conduct certification: agriculture (e.g. Fair trade, UTZ, SAN, GlobalGap and Viet GAP)
- For only Chain of Custody certification: food or chain of custody (e.g ISO 9001, ISO 22000 with the scope of food processing and/or IFOAM).
- Have an UTZ approved Scheme Manager and one or more Certifiers that, together, are approved for all products and standards included in the CB’s scope
5. Application
Consultant(s) are invited to submit a competitive proposal for this assignment, including:
- Technical proposal to conduct the assignment;
- Financial proposal; and
- Relevant qualifications and experience, including CVs of at least 3 references
