Expert on cooperative audit legislation

I. INTRODUCTION

The objective of DGRV’s project in Viet Nam is to contribute to the sustainable and effective poverty reduction via the development of social structures and favorable legal framework for the cooperatives and collaborative groups. The project is funded by BMZ and has been implemented in Vietnam for many years.

In order to meet the overall objective of the project, that is, strengthening role of the coops in poverty reduction and hunger eradication, DGRV has been assisting the development and promoting the effective and stable operations of the cooperatives via influencing on five main aspects: inclusive market access, protection of business assets and deposits, improving quality of market-oriented products and services, higher income of the cooperative members, risk management. DGRV has been applying the approach of comprehensive consultancy at all of 3 levels: macro-meso-micro for ensuring the effective intervention on five above main aspects.

In the context that the adjusted Cooperative Law will come into operation in the near future, DGRV is looking for a legal expert in auditing, especially cooperative audit, who can communicate accurate information to actors operating in cooperative movement and to primary/ secondary cooperatives themselves.

II. DETAILS OF THE WORK  

1. Content

• The expert will undertake the work of presenting legal and practical information on auditing in Vietnam, including cooperative audit; answer questions from participants within the workshop/ training/ seminar (the event) on cooperative audit that DGRV organizes/co-organizes.
• The event is aimed at the target participants who are organizations operating in cooperative movement and primary/ secondary cooperatives themselves.
• The content presented by the expert in the event shall be accurate, up-to-date and practical.
• The specific content presented in the event will be requested in detail by the organizers at least 01 month before the event, depending on the specific participants of the event.
• Language presented at the events: Vietnamese

2.   Location & time

• The event will be organized online or offline. For offline events, DGRV will communicate the location at least 01 month before the event.
• The events should take place in 2023; concrete time will be notified by DGRV.

3.   Cost and budget

DGRV shall cover costs for service provider, including:

• Fees performed at the events based on hour-rate agreed.
• Travelling expenses/ accommodation costs/ catering costs in case the event is organized outside the area where experts work and live.

4.   Deliverables

• Presentations containing contents requested by organizers, focusing on cooperative audit.

III. REQUIREMENT FOR SERVICE PROVIDER

The criteria of selecting the consultants:

• Good knowledge of auditing on law and practice, especially cooperative audit.
• At least 10 years of experience in auditing/legal field.
• Possessing specialized certificates such as CPA, CIA, ACCA … is an advantage.
• Be able to present concisely in the event; answer questions for participants on issues of legal frameworks & practice on cooperative audit.

1. The consultants proposed (personal files, CV).
