About Making Markets Work Better for the Poor, Phase 2 (M4P2) 

Making Markets Work for the Poor Phase 2 (M4P2) aims to contribute to poverty reduction in Viet Nam , and follows on from the work of Phase 1 (M4P1). Phase 1 enhanced knowledge and understanding of the links between growth and poverty, and the dynamics of markets and institutions on growth and poverty reduction. 



M4P2 seeks to impact growth and poverty through increased participation of the poor in markets for agro-processing value chains, infrastructure services, and labour. The project aims to utilise two highly innovative instruments and approaches: i) the making markets work better for the poor (M4P) approach, implemented through a Policy Action Research Unit aimed at driving policy change at District, Provincial and National levels; and ii) the use of challenge funds through the Viet Nam Challenge Fund (VCF) aimed at businesses operating within Viet Nam. The intended outcome of M4P2 will be wider application of the M4P approach in Viet Nam , through replication, institutionalization and capacity building. M4P2 is supported by DFID (UK) and the Asian Development Bank. 





About the Policy Action Research Component 

The action research component of M4P2 will fund research, on a competitive bidding basis, that is intended to lead to the adoption of market-oriented and pro-poor policy change in Vietnam . Grants will be awarded to research institutes and credible stakeholder groupings to support relevant research in three key thematic areas: i) value chain development; ii) public – private partnership in infrastructure services; and iii) labour markets. 



PARU aims to develop more demand driven research, meeting the needs of government and businesses to allow better participation of the poor in markets that matter to them. PARU will work with policy makers at the District, Provincial and National levels to make the results of the research into tangible impacts on the ground for poor people. It is expected that at least 10 research studies will be undertaken by the completion of the project in 2011. The maximum grant size will be US$ 50,000 per research study. Studies are expected to be concluded within 9 months of commencement.
