*CONSULTANCY SERVICE TO DEVELOP A TEN YEARS STRATEGIC PLAN FROM 2017 TO
2027*

Aide et Action (AEA) International has started working in Vietnam since
2003 with focus on early childcare education, access to quality of
education, and inclusive education for children ethnic minorities in five
provinces namely Khanh Hoa, Phu Yen, Thai Nguyen, Hoa Binh and Lai Chau.

There is a need to transform the regional strategy into a country context
and into a concrete country plan.  Such implementation can be carried out
through a variety of approaches from service delivery to advocacy and
networking, strengthened results framework and improvement to the funding
arrangements. The programme in Vietnam continues to focus on the two themes
including Access and Quality of Education and Early Childhood Care and
Education, while plans to get involved in the ILEAD (Initiative for
Livelihood Education and Development). In light of new strategic
priorities, AEA decided to extend its activities to the northern province
of Lao Cai in 2016, while the programme in the South gradually phased out.
A part of the programme as a special project focusing on ILEAD has
initially settled after a separate assessment in 2015 and will commence in
2017. The project aims at enhancing employability, entrepreneurship skills
and capabilities of the youth, to help them gain access to better
livelihood. With the success of the ILEAD project approval in Lao Cai, AEA
has a wish to have more comprehensive interventions in all aspects its
strategy addresses while the current project plays an entry point to the
area. The assessment will constitute a package that help increase the
effectiveness and efficiency of AEA, enabling the organization to have a
more significant impact on the lives of children, women, youth and the
community as a whole.



The country strategy should also include lessons learnt from the extensive
experience of working with local partners. A participatory process should
be followed with inputs from regional, advisors, local partners, other INGO
and NGOs, government and private sectors.



*OBJECTIVE:* To develop a ten year strategic plan from 2017 to 2027,
through a series of programme activities on education, health education,
livelihood education, migration and human trafficking  in two districts in
Lao Cai province, Vietnam, with focus on ethnic girls, drop-out children
and young women aged 16-35.



*SCOPE OF WORK:*

The programme appraisal is necessarily conducted to collect and analyze
data and information on current situation at this early stage of the
project. The findings from assessment will be used to design programme
activities in the selected project areas.  The assessment includes the
followings:



·         To explore basic education situations in four project communes;
opinions, expectations, and initiatives of local communities and the
district department of education and training (seen from the perspectives
of both the service providers and the service beneficiaries) about:

ü  the current situation (capacity, quality of and access to) of the formal
education services at pre, primary and lower secondary education for ethnic
minority children, especially for ethnic girls;

ü  the current situation of knowledge, attitude and practice of local
people including students, their parents, teachers, and local authorities
about child rights and child protection, child abuse and trafficking, as
well as their attitudes and behaviors towards girls;

ü  the current situation in terms of career orientation in formal and
informal education at secondary education, the gaps between policies  and
practices affecting children, especially ethnic girls;

·         To describe health care situation for children,  including:

ü  the current children’s nutrition status, knowledge, attitude and
practice of local people including students, their parents, teachers and
villagers, about child health and nutrition; at pre-primary and primary
education.

ü  knowledge, attitude and practice of local people including students,
their parents, teachers and local authorities , about health education in
general, sexual and reproductive health education in particular, , at
secondary education.

·         To analyze livelihood opportunities for youth aged 16-35,
especially 16-25,  including agriculture activities, food security,
employment, income generation

·         To describe trend, severity, causes and effects of migration and
human trafficking on children and youth; and

·         To recommend potential relevant interventions against the
assessment findings, within ten years divided by two or three phases with
relevant justification.

·         To provide a mapping of education-related initiatives by other
NGOs in Lao Cai and their best practices with in-depth recommendations for
AEA learning.

 *DEGREE OF EXPERTISE AND QUALIFICATIONS*

The Consultant should have the following qualifications:

·         At least 10 years of experience with demonstrated monitoring and
evaluation knowledge, skills and experiences of rural development programme
and Entrepreneurship and Employability Potential Assessment (EEPA);

·         Experience in research and livelihood education development and
management;

   - Strong gender analytical skills, especially women economic leadership
   and gender equity;
   - Firm knowledge of and experience in migration and human trafficking
   issues;

·         In-depth knowledge of research methods with particular focus on
participatory methods, including in-depth interviews, focus group
discussions;

·         Leadership and negotiations skills in dealing with people of
different professional and cultural backgrounds;

·         Ability to work independently and at the same time prove to be a
team player;

·         High level written and verbal English and Vietnamese
communication skills;

·         Master degree in economics, development studies or social
sciences.



*REVIEW TIME REQUIRED AND PAYMENT TERM*

   - This contract will cover all costs related to the implementation of
   the consultancy service with agreed consultancy fees between partners. The
   consultancy fees will be in line with the norms and regulation of AEA, as
   well as the consultant’s ability and level of expertise as mentioned in the
   TOR
   - The payment will be calculated based on the actual number of agreed
   working days mentioned in the TOR and if the consultancy strictly follows
   the TOR in term of progress and quality of the final product.


   - Consultance fee will be made by two installement. The first
   installment of 30% will be transferred right after the tools are finalised.
   The rest of 70% will be transfered after the final report is submitted by
   the consultant.

*EXPECTED DELIVERABLES:*



   - A  set of research tools finalised by Aide et Action & consultants
   - A report in Vietnamese & English, including key points: Assessment
   introduction, Findings, Recommendations for operation strategy for 10 years
   in Lao Cai divided by two or three phases with relevant justification. The
   length of the report should not exceed 50 pages.
   - A presentation in Vietnamese to brief the report and to present during
   validation and sharing workshop

Consultants are expected to provide consultancy package in English,
including technical proposal & estimated budget, CV of consultant(s), and
 samples of similar services (preferable) to info-vietnam at aide-et-action.org
before 25th October 2016.
