Provincial Coordinator

CARE in Vietnam is seeking experienced and qualified Vietnamese candidate for position: Provincial Coordinator of project “Community Resilience to Natural Disaster” (CRND) based in Long An. This project works in the province of An Giang, Dong Thap and Long An. The project seeks to empower flood-prone communities in the proposed intervention areas to reduce the impact of natural disasters and secure and enhance their livelihoods.

Job Summary :
The Province Coordinator is responsible for day-to-day implementation, administrative, and programmatic management, monitoring, and reporting of the assigned province. He/she works closely with Project Manager (PM) and Team Leader (TL), partner organizations and project staffs in development, implementing and monitoring activity plans.  He/she will be based in the district, traveling regularly between the communes of the assigned province.

Main Duties
1) Support programmatic management
1. Full responsibility for all activities/program implemented in Long An province
2. Support Long An team through overall planning and implementation of activities to forward to project goal/objective
3. Work closely with local partners to plan and implement the projects activities
4. Supervise and provide the support Training of Trainer, Village Development Groups in Village Plan process
5. Prepare reports on project provincial activities and financial expenditure in agreed formats
6. Assist with other reporting / documentation as required
7. Assist M&E support officer all of monitoring and evaluation (M&E) activities happening in Long An project target area
8. Liaise and share lessons learned with project partners, project team internally, externally
9. Assist to increase capacity of commune, district officials through their active involvement project implementation
10. Undertake and provide inputs to the projects’ monitoring and evaluation (M&E) systems
11. Support the work of external consultants and interns
12. Provide organizational development support to local partners (as identified by local partners) including but not limited to the upgrading of planning, human resources development and management skills;
13. Liaise / work with project consultant organizations, local government agencies and local project partners at all levels to obtain active support for the project activities;
14. Work close with CRND team- CARE in Vietnam (including others province field team and CRND management team) in all project activities
15. Other programmatic duties as required

2) Humane recourse and administration management
1. Support and assist the District Operational Office in achieving the indicators and assigned tasks
2. Coordinate and assign work to District Operation Officer to achieve effective and quality  results
3. Assist in managing component expenditure in accordance with CARE in Vietnam rules and procedures to ensure that expenses from the component activities remain within agreed with limits and project resources are used as effectively and efficiently as possible
4. Coordinate and provide support to project in the pre-preparation and post preparation of project activities and events
5. Undertake all logistical matter for the designated province
 6. Provide general assistance to the Projects’ Management Teams

Criteria of Provincial Coordinator
- University/College graduated &/ or Proven work experience
- At least 1 year working experiences in community development
- Experience in livelihood developmental sector
- Experience in working with local government partner & NGOs
- Knowledge in community based approaches., Monitoring & Evaluation (M&E) systems
- Understanding of participatory approaches - Vulnerability Assessment ‘VCA” is preferred
- Willing to be based in Long An province at district level and frequently travel to the communes by motorbike
- Good computer skills in MS-applications (Word, Excel, Internet, Email)
- Good English skills is preferred
- Good communication skills, team work and organization skills
- Proven ability to work under pressure - Result based work ethics
