World Vision International Vietnam (WVV) is looking for the Consultant to fill the following vacancy:

Consultant for Development of national guideline on reporting mechanism in school for receiving reports, responding to incidents and information management

RATIONALE:

Ministry of Education and Training (MOET) and World Vision International in Vi?t Nam (WVI-V) signed the cooperation agreement on 4/4/2019 to implement “It takes a world campaign to end physical violence against children at home and schools” with the aims to enhance safe and friendly education environment at school through school violence prevention, behavior change education in family value nurturing and domestic violence prevention for children.

The Department of Political education and Student Affairs (DOPESA) and WVI-V have discussed and agreed to cooperate in developing the guidance and implementing reporting mechanism for receiving reports, incident response and information management of at risk and victims of school violence. Subsequent discussions between DOPESA and WVI-V led to this Terms of Reference to develop the national guideline on reporting mechanism for receiving reports, incident response and information management.

EVALUATION OBJECTIVES:

  • The project's target groups are participated in creative therapy sessions tailored to their needs. They can share and communicate with each other within the framework of the project.
  • The project's target groups know how to practice and apply simple creative methods in everyday life to improve their mental health.
  • Products collected during the course of psychological support sessions Creative therapy (experiences, stories) will be shared in a public exhibition; and / or practice of psychological support through creative therapy will be materialized and improve understanding of trafficking / irregular migration and the reintegration of the project’s target groups, promote safe migration / labor export.

EXPECTED RESULTS:

  • A written document titled “Guideline on reporting mechanism for receiving reports, incident response and information management” is approved by MOET to implement at school levels.
  • A summary report on consultation with related ministries, experts, local authorities and school managers, teachers, students that includes adequate information on the comments/inputs and recommendations of the above-mentioned stakeholders.
  • An official directive document is issued to direct provincial Department of Education and Training (DOET) to implement the guidelines, including DOET in 14 provinces where WVI-V is operating

TIMEFRAME:

Total consultancy days: 28 days (can be for 1 consultant and/or a consultant team)

Timeframe: August– September 2021

Considering COVID situation – online consultation can be considered to replace face to face consultation.

REQUIREMENTS:

The consultant may work as an individual or as leader of a consultancy team. The successful Lead Consultant should fulfill the following criteria:

  • At least 5 years’ experience in child protection and community-based child protection systems, reporting mechanism, database management system on child protection and school violence prevention.
  • Experience in conducting policy research, analysis, development and recommendation.
  • Knowledge and experience on government structures, laws and policies relating to child protection including Law on Children, Decree 56 and Decree 80.
  • Experience in monitoring and evaluation of child protection works and child protection systems is preferred.
