Background
Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by U.S. Agency for International Development (USAID) for the period of 2019–2027. It is led by FHI 360 along with core partners including Population Services International (PSI), Palladium Group, and Right to Care, with support from local implementing partners (IPs).
In Vietnam, as part of its life-saving humanitarian assistance funded by the United States of America Government, the Meeting Targets and Maintaining Epidemic Control (EpiC) provides technical support to the procurement of HIV medicines and other commodities required for provision of HIV care and treatment services to prevent stockouts in national HIV programs. Effective procurement and supply chain management are essential to maintaining an uninterrupted supply of ARVs, improving treatment outcomes, and achieving national HIV response goals. To strengthen these processes, EpiC would like to engage a consultant to provide technical assistance to the Vietnam Ministry of Health, provincial Departments of Health (DOH), and work closely with relevant stakeholders in managing ARV procurement and supply chain management.
Detailed Description of Tasks to be Performed:
The consultant will work closely with EpiC staff, national and provincial authorities, and other key partners in optimizing ARV procurement and supply chain management. This includes engagement with pharmaceutical vendors, enhancing drug forecasting and distribution processes, supporting ARV bidding processes at national and/or provincial levels, and advocating for legislative improvements.
Scope of Work
The specific tasks for this position include but are not limited to the following:
- Assessment of the current procurement and supply chain management at provincial and site levels to identify gaps and inefficiencies of different ARV sources
- Develop a technical assistance plan tailored for focus provinces to strengthen capacity and ensure a stable ARV supply, aligning with the government regulations and policies
- Provide technical assistance on ARV procurement and supply chain to ensure the continuity of HIV treatment
- Support the development of agreement frameworks and/or contracts with ARV vendors, ensuring compliance with national procurement regulations
- Develop the standard of operation on ARV bidding and procurement for provinces to implement
- Work with government agencies, donors, and key stakeholders to advocate for legal and regulatory changes that establish and maintain an effective ARV procurement system, ensuring an uninterrupted supply of ARVs for clients
Location of Work: Hanoi, Vietnam
Time: 3 months between April and June 2025
Travel: The consultant is expected to travel to project sites when needed

Qualifications
- At least Master’s Degree in Public Health or related field.
- Demonstrated experience in ARV management, bidding and procurement, and drug supply chain.
- Strong expertise in conducting advocacy, stakeholder engagement, and training for healthcare personnel.
- Proven track record of developing and implementing health service packages or similar initiatives.
- Familiarity with Vietnam’s health system, policies, and local government structures is essential.
- Familiarity with pharmaceutical suppliers is preferred.
- Excellent communication, analytical, and report-writing skills.
