Job Summary: This position will play a key role in leading the development and implementation of monitoring, evaluation and learning frameworks for TI/TT’s programme and project activities in Vietnam.
Reporting to: Executive Director
Position Type: Vietnamese national post, full-time (5 working days/week)
Contract duration: Initial one year with potential extension subject to funding and performance

Background information:

Transparency International (TI) is the global civil society organisation working to stop corruption. TI works through National Chapters, National Contacts and other partners in more than 100 countries. Its international secretariat (TI-S) is based in Berlin, Germany.

Towards Transparency (TT) was established in November 2008 as a Vietnamese non-profit and non-state consulting company. In March 2009, TT became the National Contact of Transparency International (TI) in Vietnam and since then has been supporting the TI-S in designing and executing TI Vietnam Programmes 2009- 2012, 2013-2015 and the upcoming 2016-2018. TI/TT’s activities are aimed to contribute to effective implementation of anti-corruption policies and practice in the public sector, private sector and society towards reducing corruption in the country.

Currently TT looking for a Monitoring, Evaluation and Learning (MEL) Officer for the 2016-2018 TI Vietnam Programme. This position requires a candidate with knowledge and experience in designing and implementing monitoring, evaluation and learning systems, tools and processes for development programmes and/or projects. It provides an exciting opportunity for the right candidate to make a significant contribution to the success of TI/TT’s work in Vietnam.

Position Title: MEL Officer

Responsibilities:

  • Develop and manage the organisational MEL system, including MEL/performance frameworks, tools, reporting guidelines and protocol for data collection, storage, analysis and use;
  • Develop and manage an overall MEL framework for the TI Vietnam programme 2016-2018, including key indicators, outputs and outcomes, based on the Programme’s high-level impact framework;
  • Advise on and support the development of MEL frameworks for projects under the Programme, ensuring the integration of MEL elements in every phase of project development and alignment of project and M&E activities with the Programme goals;
  • Coordinate and support donor reporting and evaluation processes;
  • Contribute to synthesizing and disseminating the Programme’s key results and lessons learned and developing an organisational culture of learning.

Reporting line: To the Executive Director

Job Requirements:

Skills and qualifications:

  • University or higher degree in Social Science, Development Studies or another relevant field;
  • At least 3 years of relevant experience in planning, development and implementation of MEL frameworks/systems, ideally in an NGO environment
  • Demonstrated capacity to use MEL to enhance strategic goals and provide data for decision making
  • Experience in project coordination and/or management
  • Knowledge of different evaluation methodologies will be an advantage
  • Strong analytical skills
  • Excellent communication and writing skills.

Gross Annual Salary package:
240,000,000 VND – 280,000,000 VND depending on experience and qualification.
