Vietnam’s Education Minister Clarifies Regulations on Private Tutoring

Vietnam’s Ministry of Education and Training (MoET) has not banned tutoring outright but prohibited it when coercive or unethical, affirmed Minister Nguyen Kim Son.

Speaking at the National Assembly’s discussion on the draft Teacher Law on November 20, Minister Son clarified that current rules forbid teachers from tutoring their students outside school without principal approval.

He noted that the MoET has revised regulations to simplify procedures and offer favorable conditions to teachers, such as allowing teachers to tutor after registering a student list, reporting to school authorities, and committing to non-coercive practices.

Teachers are also barred from using tutoring materials for school tests.
