[Ngo Climate Change] ESTH small grants

Dear all:

The US Embassy is pleased to call for proposals for Environment, science, technology and health (ESTH) small grants.

The Bureau of Oceans and International Environmental and Scientific Affairs (OES) has allocated approximately $100,000 (for projects all over the world)for FY2015, to support small projects that advance OES priorities. The purpose of these funds is to advance U.S. ESTH priorities at a regional scale through support for initiatives in such areas as -- but not limited to -- climate change, wildlife trafficking, innovation, ocean and transboundary water issues, and public health.  If you are interested, please send us your proposals by March 6, 2015. Details are as follows.

Project Criteria

Successful Project Proposals will meet the following basic criteria:
I - Projects will advance U.S. interests and Department priorities as defined by the OES priority goals:
1.  Concerted Action to Achieve Deep Cuts in Greenhouse Gas Emissions
2.  Strengthened Science, Space, Technology and Innovation Partnerships
3.  Strengthened Environmental, Conservation and Natural Resource Policies
4.  Clean, Safe, Secure, and Sustainably Managed Oceans and Polar Regions
5.  Improved Water Quality and Access
6.  Increased Pandemic Preparedness and Improved Global Health

II - Projects will be regional in scope, supporting collaboration across two or more countries, and advance a regional approach to achieving priority objectives.  At the same time, we recognize that there may be circumstances when a single country project has the potential to satisfy or advance regional objectives, and will serve as a model for regional actions.  In those cases, although priority will be given to project proposals that are regional or multi-national in scope, proposals that address a single-country will be considered.  Applicants should describe in detail how the proposed project could be replicated in other countries.

Proposals must include:  project title, proposed start and completion dates, as well as any relevant project milestone or reporting dates, point(s) of contact (POC) for questions, executive summary, proposed budget, and countr(y/ies) of implementation.

Project Examples

Selected examples of successful project proposals:


*         A training course on the concepts and principles of wetland ecology and management in the Mekong Basin.

*         Support to the Regional Environmental Center for Central and Eastern Europe for the development of Local Environmental and Energy-Related Action Plans (LEAPs) in several municipalities in Ukraine.  The LEAPS will promote the inclusion of environmental and energy issues into planning processes, improve the management of natural resources, and foster government transparency and civic participation. OES's $60,277 grant was leveraged to induce nearly $3 million in additional funding from other bureaus and governments.

*         A regional workshop in Sao Paolo that was partially funded by a hub grant brought environmental prosecutors and wildlife enforcement authorities together and laid the foundation for a wildlife enforcement network.  The group has pledged to meet again and created an action plan for future work.

*         A training workshop on trans-boundary water cooperation led by a pre-eminent professor and researcher in Kabul, Afghanistan.  The project will provide the tools and know-how for Parliamentarians and members of the Ministry of Water to work with regional counterparts, including Tajikistan and Kyrgyzstan, on trans-boundary water cooperation.

No proposal should contain a funded activity taking place prior to October 15, 2015 to ensure that funds will be available and obligated.
