Background: The Blue Ribbon Employer Council (BREC) was established in 2007 as a result of the partnership between Vietnam Assistance for the Handicapped (VNAH) and Vietnam Chamber of Commerce and Industry (VCCI), with funding support from the United States Agency for International Development (USAID). The major purpose of BREC is to promote the employment of persons with disability (PWD) in Vietnam. BREC began with 25 members and now enjoys a membership base of 117 employers who represent both international and national companies and organizations. Currently BREC is staffed and coordinated by VCCI and VNAH, chaired by the Director of the Bureau of Employers’ Activities of VCCI and financed by USAID.
