VVOB is a non-profit organization with over 35 years of experience in improving the quality of education systems from a rights-based perspective. VVOB has currently long-term partnerships with education actors in 9 countries in the South (Cambodia, DR Congo, Ecuador, Rwanda, South Africa, Suriname, Vietnam, Zambia and Uganda) and in Belgium/Flanders. Its annual budget is around 13 million euros.

I. BACKGROUND
At a time when adolescent pregnancy is declining globally, the rate of unintended pregnancy among girls and young women in Vietnam remains high, especially in urban areas. In some estimates, 10% of unmarried women ages 15-24 in Vietnam have had at least one unintended pregnancy, which can lead to abortion, school drop-out, poverty, and family and social ostracism.
